CONTEXT :
Eastern DRC has been plagued by a chronic crisis for over 20 years. Instability is constant, and armed groups are numerous. Humanitarian actors have been working in the area for many years, combining emergency, transition/resilience approaches with efforts to ensure some degree of development/stabilization. Since January 2025, the security situation has deteriorated significantly with the capture of Goma and the resumption of fighting between M23 elements and the Armed Forces of the Democratic Republic of Congo (FARDC). Humanitarian access to these populations in emergency situations is a constant challenge, both because of the chronic insecurity and because of logistical access constraints (severely degraded tracks and roads, frequent landslides, and flooded areas).
In response to the ongoing humanitarian crisis in eastern DRC, Handicap International aims to strengthen and facilitate the delivery of humanitarian aid by humanitarian actors. The deteriorating humanitarian situation in these areas demands proactive and flexible intervention capacities to ensure a timely and effective humanitarian response.
In 2025, Atlas Logistique relaunched its logistics activities in eastern DRC to meet the needs of users (humanitarian community) through 4 main activities:
- road transport covering all humanitarian “hotspots” in Eastern DRC, particularly areas impacted by the M23 crisis;
- Free storage for cross-docking, contingency and pre-positioning of emergency items for a rapid response to sudden crises, integrating the implementation of TC CF (Temperature Controlled and Cold Chain);
- Capacity building for local transporters, drivers and couriers as well as staff of partner organisations on the mandate and humanitarian access, risks and security management of transport, preparation of administrative files, and cold chain;
- The logistics platform ensures the pooling and optimization of road transport for humanitarian actors in order to deliver aid quickly and cost-effectively in the East of the DRC, which has been severely affected by the M23 crisis.
YOUR MISSION:
Based in Goma, under the direct responsibility and in support of the ATLAS Operational Manager, he/she will be in functional collaboration with the platform project managers (Beni & Goma), the Finance Department and the Logistics Department of the program, but also with the program lawyer (and headquarters), he/she will be in functional link with the various Technical Referents of the ATLAS technical unit headquarters, the Headquarters management controller (Headquarters Finance), and finally he/she will be in direct supervision of the Administrator in charge of cost recovery.
He/She will be responsible for setting up, securing and operationalizing the ATLAS platform cost recovery system in the DRC, and ensuring its effective launch on the bases in Goma and Beni.
As part of strengthening the ATLAS Logistics platforms in the DRC (bases in Goma and Beni), the project plans to implement a Cost Recovery system applied to transport and storage services.
This mechanism aims to:
- Ensuring the financial sustainability of the platforms,
- Reduce exclusive dependence on donor funding,
- Improve cost transparency and traceability,
- Ensuring the efficiency of shared services.
The Cost Recovery Manager is recruited for a period of 6 months , with the main mission of designing, structuring and launching the entire cost recovery system from scratch , in line with the legal, fiscal and operational context of the DRC.
1. Design and structuring of the system:
- Conduct a contextual analysis (legal, fiscal, regulatory) of cost recovery in the DRC.
- Working with the legal and financial departments to secure the legal framework.
- Define the applicable model (full recovery / cost sharing).
- Develop transport and storage pricing schedules based on actual costs.
- Define the rules for possible differentiation (international NGOs / national NGOs).
2. Development of tools and procedures:
- Drafting Cost Recovery SOPs:
- Calculation of unit costs
- Issuance of debit notes
- Validation process
- Payment tracking
- Dispute resolution
- Create analytical tools:
- Tables “Actual cost vs. recovered cost”
- Monitoring of outstanding customer balances
- Monthly reporting
- Define the information flow between:
- Transport teams,
- Warehouse managers,
- Finance,
- Coordination.
3. Operational launch of the system:
- Inform and raise awareness among user partners (information meetings).
- Present the recovery procedures to the clusters.
- Supporting the contractualization process with partners.
- Launch the first invoices.
- Supervise the pilot phase at both bases.
4. Capacity building:
- Former :
- Platform project managers,
- Logistics managers,
- Finance,
- Cost recovery administrator.
- Develop a simplified practical guide.
5. Risk management:
- Identify tax, legal, and reputational risks.
- Implement mitigation measures.
- Ensure alignment with donor requirements (ECHO in particular).
6. Expected deliverables:
At the end of 6 months:
- Legal/tax analysis validated.
- Official price lists.
- SOP Validated Cost Recovery.
- Functional analytical tools.
- Trained and independent administrator.
- The process is fully operational in Goma and Beni.
- Capitalization and handover report.
SPECIFICITIES/PARTICULARITIES OF THE POSITION:
Living conditions are good in Goma, with a large humanitarian community and many opportunities for extracurricular activities. Security conditions in the city are currently good, although minor urban crime persists.
North Kivu province, excluding the city of Goma, has been plagued by numerous conflicts for over 20 years. Security incidents, including those targeting humanitarian actors, are frequent and hinder the effective deployment of humanitarian activities. North Kivu province is currently tense, with areas of conflict that can shift depending on the evolving situation. HI’s field operations are subject to strict security protocols, and an internal curfew is in place.
YOUR PROFILE:
- Master’s degree in finance, management, economics, logistics or equivalent.
- Minimum 5 years of experience in financial/analytical management.
- Experience in an international NGO is required.
- Knowledge of the African tax context is appreciated.
- Strong sense of priorities and responsibilities, excellent organizational skills

- Salary : from €2869 gross/month;
- Per diem : €572 net/month – paid in local currency on the ground;
- Hardship: €500 net/month;
- Paid leave : 25 days per year;
- R&R : 5 days every 8 weeks + possible transport/package allowance;
