Head of Delegation in Haiti At Spanish Red Cross

We are looking to incorporate a community development delegate into the Spanish Red Cross Delegation in Haiti with the objective of implementing and monitoring the actions of the Spanish Red Cross in Haiti in coordination with the Haitian Red Cross.

FUNCTIONS

  • You will represent the Spanish Red Cross in Haiti, as the focal point of the Spanish Red Cross in Haiti and in coordination with other members of the Movement, funders (AECID OTC, ECHO, EU etc…), local authorities, international agencies, various institutions, Spanish and international NGOs, taking into account the values, principles and strategy of action of the Spanish Red Cross in Haiti.
  • You will be responsible for monitoring, reporting and evaluating projects co-financed by the Spanish Red Cross in Haiti.
  • Together with CR Haitiana, you will identify, formulate, and implement new proposals, paying special attention to calls from international organizations.
  • You will manage the local staff teams in the management, execution, monitoring and evaluation of the interventions;
  • You will perform the economic tracking and justification of expenses, and the collection of verification sources.
  • You will present the justification reports to the funders, ensuring compliance with the Quality Manual and the use of various CRE tools.
  • You will maintain the relationship with CR Haitiana.
  • You will actively contribute to the identification and presentation of proposals for open calls in Haiti, whether from companies or international organizations.
  • You will be responsible for accountability to beneficiaries and donors.
  • You will enter the data into the CRE International Cooperation application: technical formulation and budget.
  • Those other tasks that may be relevant during the course of the mission within the framework of the action plan or in response to an emergency situation

ESSENTIAL REQUIREMENTS

  • Bachelor’s degree/Diploma/Degree or equivalent experience.
  • Experience in project management within the field of development cooperation and/or humanitarian aid of at least one year.
  • Proven experience in managing human teams of at least one year
  • Knowledge of International Cooperation and Logical Framework.
  • French equivalent to C1 level, spoken and written (Test will be given)
  • Windows Environment Proficiency (Microsoft Office, Internet, etc.).

VALUABLES

  • Experience in project management related to: health, community development, livelihoods….
  • Prior training in International Cooperation.
  • Knowledge of the International Movement of the CR and the MLR, of the regulations and of the economic and administrative management manual of the CRE.
  • Knowledge of working on projects related to Health, Water and Sanitation, Livelihoods, Disaster Preparedness, and Migration.
  • Skills for coordination with authorities and collaborating organizations.
  • Ability to live in difficult conditions and harsh environments.
  • Experience in HR management, administration, fleet, warehouses.
  • Experience and/or knowledge of the regulations for financing AECID, ECHO and donors of Spanish decentralized cooperation.
  • Basic skills of the Spanish Red Cross: Commitment to the Spanish Red Cross, Achievement orientation-perseverance, Organizational and planning skills and Collaboration.
