CONTEXT AND OBJECTIVES

Chad is a landlocked, low-income country in Central Africa with poor socioeconomic indicators. It is classified as a least developed country by the United Nations and consistently ranks among the countries with the lowest levels of human development (HDI). Its population of approximately 18.7 million is predominantly rural, and most households rely on subsistence agriculture or livestock activities for their survival.

Chad is also one of the countries most vulnerable to climate shocks and faces major development challenges with recurring production shocks with negative consequences on the food and nutritional situation.

Analysis of the Harmonized Framework for 2024 and 2025 shows a growing number of people affected by severe acute food insecurity during the lean season (June to August), exceeding 3 million people. Kanem province is one of the areas repeatedly affected by these levels of food insecurity, as also demonstrated by retrospective analyses carried out by our RAM teams.

The country hosts one of the largest refugee and displaced population populations in Africa with more than 1.2 million refugees, more than 220,000 internally displaced persons, more than 317,000 returned migrants and more than 8,000 asylum seekers.

The country is also subject to climatic hazards of all kinds and suffers the consequences of climate change with recurring droughts and floods. In 2022 and again in 2024, the country faced one of the worst floods in its history. In 2024, the country suffered devastating floods with approximately 2 million people affected, including in the capital Ndjamena, with more than 430,000 hectares of fields destroyed and decimated livestock with more than 72,000 head of cattle swept away by the waters. Climatic shocks are increasingly recurrent and the country must prepare to face natural disasters or population movements due to instability in neighboring countries.

WFP is currently implementing a new country strategic plan (2024-2028) with an emergency component but also a long-term approach focused on strengthening the resilience of systems, communities and populations and scaling up social protection programs. This plan is aligned with national priorities expressed in the national development plan with capacity building at the local level.

ROLES

These roles apply to field offices. Job holders typically report to the Area Office Manager or Country/Deputy Country Director.

Lead and manage a WFP field office to ensure the effective and efficient management of human and financial resources and the delivery of WFP programs and activities. Emphasis is placed on building and maintaining relationships with local governments, UN agencies, and other partners in the region to enhance WFP’s visibility.

DUTIES AND RESPONSIBILITIES

1. Manage and direct WFP field operations in the area of ​​assignment to ensure rapid and effective deployment of food assistance programs.

2. Be responsible for the deployment of country office initiatives, policies and strategies.

3. Effectively manage the field office to ensure transparent and efficient staff management and the continued development of a cohesive and high-performing team.

4. Ensure efficient use of financial resources to achieve set objectives.

5. Maintain contextual awareness of the assigned Province and be responsible for the security of WFP staff, operations, premises and assets in the field office to ensure that WFP safety and security standards are defined and adhered to locally. Actively participate in and contribute to the Area Security Management Team (ASMT).

6. Collaborate with governments and other partners to identify where food assistance can be usefully deployed at the local level and provide support and technical expertise for the planning, formulation and implementation of food assistance programs, including advice on context-specific transfer modalities (food, cash or vouchers).

7. Develop and coordinate data collection and monitoring systems and conduct timely monitoring and evaluation activities.

8. Maintain accurate and comprehensive accounts and/or prepare analyses and reports on WFP operations and performance, submitting them regularly and in a timely manner for review by the Area/Country Office in order to identify programme support needs and inform operational planning and decisions.

9. Forge and maintain external partnerships to enhance assistance programs and support complementary strategies; identify potential areas of collaboration and identify opportunities to increase program effectiveness and efficiency.

10. Develop and maintain liaison with local government authorities, international and national NGOs, UN agencies, donors, civil society, beneficiaries and other partners and media engaged in the field of food security.

11. Collaborate with beneficiaries, inspect storage locations and points where WFP commodities are received, to ensure compliance with WFP policies and ensure progress is made towards project objectives.

12. Other duties as required.

DESIRED EXPERIENCES

  • Have developed or contributed to the development of unique disciplinary work plans to support the achievement of WFP strategic objectives in a defined area.
  • Have acquired some experience in field operations, preferably in a difficult duty station or emergency situation.
  • Have field experience through field rotations or working in a sub-office and through field assignments.
  • Have acquired experience in analyzing local political situations and accurately assessing risks.
  • Have gained broader exposure in the areas of a function (i.e. policy, program, project, etc.).
  • Have acquired experience in managing small to medium sized financial budgets, effectively balancing priorities.
  • Have experience leading a small to medium sized team to ensure effective achievement of objectives.
  • Have participated in a negotiation with a supplier/government/partner in the area of ​​interest.
  • Have participated in a small emergency operation/development program.
  • Have experience in security coordination and guest house (accommodation) management in a small to medium sized operation.

MINIMUM STANDARD ACADEMIC QUALIFICATIONS

Education :

Have an advanced university degree in economics, international development, social sciences or other related field.

Language:

International professional: Mastery (minimum level B) of English and French (Level C).
