About the Chain of Hope

Chain of Hope is an international NGO founded in 1994. Its mission is to strengthen health systems to give everyone, and especially children, the same chances of survival and development.

We operate in 25 countries using a comprehensive approach, focused on the child but also on mothers and disadvantaged communities:

  1. Prevention and screening from a very young age, particularly within the framework of school health programs.
  2. Care and surgery, in order to meet the most urgent needs of children and their mothers.
  3. Training and skills transfer to local teams through our international network of experts in all areas of surgery.
  4. Construction and equipping of hospital facilities adapted to local needs.

Indian Ocean context

In the Indian Ocean region, particularly in Madagascar and the Comoros, La Chaîne de l’Espoir’s operational activity remains strong. Since 2024, a regional project has been implemented there to improve the care of children with heart conditions, through surgical missions and training programs for local teams.

In parallel, several projects are currently underway in Madagascar, particularly in the areas of maxillofacial pathologies, hospital emergency care, and pediatric surgery. In the Comoros, development opportunities are being explored, especially regarding training and capacity building for hospital facilities.

The position is thus part of a dynamic of regional cooperation and consolidation of existing partnerships, with the objective of strengthening the coherence, complementarity and sustainability of the interventions of La Chaîne de l’Espoir in the Indian Ocean area.

Position and responsibilities

The Programme Coordinator leads and coordinates regional health systems strengthening programmes. Under the responsibility of the Africa Geographic Manager, in close collaboration with the teams at headquarters in Paris, as well as the Head of Mission in Madagascar and the various partners in the Indian Ocean, he/she provides support to field teams in the design, deployment and monitoring of projects.

Main activities

Strategy and operational management

  1. Proposes and implements the operational strategy for its programs
  2. Ensures that its programs comply with the association’s strategy
  3. Is responsible for the proper implementation and deployment of its programs throughout the entire project cycle
  4. Defines and plans medical and technical missions

Financial management

  1. Develops and monitors the budgets for its programs
  2. Supports the Administrative and Financial Directorate in verifying the conformity of budget allocations, supporting documents and compliance with procedures in force both internally and externally.

Fundraising and donor relations

  1. Identify potential sources of funding
  2. Consolidates public and private funding
  3. Actively participates in monitoring and negotiating with landlords

Compliance with obligations regarding conformity, quality, and accountability

  1. Ensures the quality of the programs under his responsibility
  2. Ensures that its programs are managed in accordance with external obligations and internal procedures

Development of new projects, integration of programs in partnership with other associations

  1. Maintains monitoring and analysis of evolving needs in the intervention area
  2. In conjunction with its geographical manager, the other coordinators and the Medical Directorate, studies the development of synergies between the programs
  3. Meets and develops partnerships and participates in meetings (geographic, thematic) with other NGOs / international organizations likely to be complementary actors in responding to the needs of the populations

Security management

  1. In collaboration with the Security Officer and the Head of Mission where applicable, contributes to defining the security arrangements for all staff contributing to the programs under their responsibility.
  2. Contributes to the necessary decision-making in crisis situations in coordination with the relevant departments at headquarters
  3. Analyzes safety and security risks and participates in the implementation of standard operational procedures defined for the area (for countries without a Head of Mission; otherwise, the Head of Mission has this responsibility).

Promotion of programs internally and externally

  1. Contributes to the visibility of its programs, both internally and externally, in conjunction with the communications and fundraising team.
  2. Participate, with the field teams, in collecting the information necessary for promoting the programs
  3. Reviews and validates communications on the programs under his responsibility, particularly when there is a security issue.

HR Management

  1. Oversees the organization of briefings/debriefings (Headquarters level) for all expatriates departing from and returning to the field.
  2. Supports the definition of organizational charts for the countries under its responsibility and ensures their updating
  3. Contributes to the evaluation of program teams in the field

Logistics management

  1. Supports the sizing of the resources necessary for the proper functioning of country offices

In a cross-sectional manner

  1. Contributes to achieving the objectives of the Operations Department and to developing processes and tools to improve program quality
  2. Actively participates in one or more thematic or collective working groups with the aim of improving the quality and efficiency of the organization’s internal processes.

PROFILE SOUGHT

Education and experience

Master’s degree (Bac+5) in international humanitarian aid, international relations, humanitarian and development, education sciences, health or any other relevant training for the position.

  1. Minimum 3 years of experience in the humanitarian or development field
  2. Experience in a similar position at NGO headquarters and/or field experience in a medium-sized or larger NGO
  3. Experience in the field of health and access to care is an asset
  4. Experience in team management and/or cross-functional coordination is an asset
  5. Proven experience in acquiring and managing institutional financing contracts
  6. Experience in acquiring and managing foundation-related funds

Skills and abilities:

  1. Knowledge of the Indian Ocean region is essential
  2. Expertise in project management for major international institutional donors (including AFD, CDCS)
  3. Mastery of project cycle management
  4. Proficiency in project management and administrative and financial monitoring, and contract management
  5. Fluency in French and English with strong writing skills
  6. Proven interpersonal skills and external representation abilities
  7. Availability, flexibility, autonomy
  8. Strong adaptability and versatility
  9. Diplomacy and negotiation skills
  10. Team spirit
  11. Adherence to the humanitarian principles and code of ethics of La Chaîne de l’Espoir

Conditions

  1. 18-month fixed-term contract
  2. Start date: September 2026
  3. Occasional international travel
  4. Health insurance covers 80%
  5. Transport pass (or sustainable mobility package) 50% covered
  6. Meal vouchers worth €12.10 are 60% covered.
  7. Teleworking policy: up to 3 days per week after the first month of 100% on-site work
  8. 23 days of annual RTT (reduced working time)
  9. Salary offered: €39,000 – €43,200 gross per year (12 months) depending on profile and experience
