Job Title: Health Program Officer

Location: Amman, Jordan
Reports to: Regional Program Manager

Monthly Salary: 1600 USD / Monthly

Position Purpose:

The Health Program Officer supports the planning, implementation, reporting, and technical oversight of health interventions in Jordan and Gaza. This includes coordination with field teams, partners, and relevant health actors, ensuring that project activities meet WHO/UN standards and donor requirements (USAID, ECHO, UN agencies). The officer will contribute to strategic program development, quality assurance, and coordination platforms.

Key Responsibilities

1. Technical Program Support

  • Assist in the design and rollout of health projects covering emergency and essential health services (e.g., outpatient care, maternal health, NCDs, mental health, rehabilitation, wound care).
  • Ensure all interventions are aligned with international standards (e.g., WHO, SPHERE, IASC) and national protocols.
  • Provide technical inputs into clinical protocols, treatment guidelines, and referral pathways.
  • Support development of technical documentation and inputs for reports and proposals.
  • Support the integration of cross-cutting themes such as gender-based violence (GBV), disability inclusion, and infection prevention and control (IPC).
  • Collaborate with health and MandE teams to develop technically accurate project tools (e.g., patient registers, triage forms, treatment checklists).
  • Coordinate updates of essential medicines lists, medical supply needs, and rational prescribing practices.

2. Monitoring, Evaluation, and Quality Assurance

  • Work closely with MandE teams to define technical indicators in line with donor requirements (USAID, ECHO, UN).
  • Contribute to drafting monthly and quarterly reports, donor templates, and internal updates.
  • Ensure alignment between collected field data and narrative reporting outputs.
  • Conduct regular field or remote monitoring visits, assess clinical service quality, and provide recommendations for improvement.
  • Ensure data collection tools are aligned with project outputs and contribute to effective decision-making.
  • Validate weekly/monthly health service data.
  • Support After-Action Reviews (AARs), data quality assessments (DQAs), and clinical audits.
  • Assist in drafting technical sections of donor reports, monthly dashboards, and cluster updates.

3. Coordination and Representation

  • Represent the organization in relevant technical coordination bodies: Health Cluster, SRH Working Group, MHPSS Technical Group, NCD Task Forces, etc.
  • Coordinate with local NGOs, UN agencies (WHO, UNFPA, UNICEF), hospitals, and local entity counterparts to ensure technical alignment and continuity of care.
  • Attend regional coordination meetings related to cross-border humanitarian response or regional preparedness.
  • Act as focal point for technical liaison with WHO on standard updates, clinical trainings, and emergency health alerts.
  • Contribute updates and field insights to inter-agency bulletins and 5W reports.

4. Capacity Building and Training

  • Support the identification of training needs for field-based health staff (nurses, doctors, community health workers).
  • Contribute to the development and adaptation of training materials and job aids.
  • Oversee the training tracker and document post-training evaluations and performance follow-ups.

5. Logistics and Supply Chain Coordination

  • Forecast technical health needs in collaboration with logistics and pharmacy teams (e.g., essential medicines, wound care kits, IPC consumables).
  • Review medical procurement lists to ensure they meet clinical protocols and WHO Essential Medicines List.
  • Track and verify receipt of medical kits from WHO and supplies (e.g., RUTF from UNICEF).
  • Ensure medical commodities are rationally used and documented in line with donor requirements and IPC norms.
  • Track supply distribution and availability for inclusion in reporting narratives.

6. Proposal Development and Reporting

  • Provide technical inputs for new project proposals and concept notes, including situational analysis, needs justification, and activity design.
  • Draft or review logical frameworks, results frameworks, and technical narrative sections.
  • Contribute to donor reporting through quantitative results, case studies, and analysis of trends (e.g., disease burden, service utilization).
  • Ensure compliance with donor technical requirements and reporting timelines.

7. Reporting

  • Lead or support the preparation of high-quality narrative and indicator-based reports for donors (e.g., USAID, ECHO, UN).
  • Ensure timely submission of monthly, quarterly, and ad hoc reports in coordination with field teams and MandE staff.
  • Consolidate programmatic data, qualitative insights, and technical summaries into clear and actionable reports.
  • Ensure consistency between quantitative indicators, narrative analysis, and success stories/case studies.
  • Collaborate with MEAL and communications teams to prepare donor updates, dashboards, and visibility materials.
  • Support the finalization of 5W/3W submissions and contribute to Humanitarian Response Plan (HRP) inputs as required.

Required Qualifications

  • University degree in Public Health, Medicine, Nursing, Pharmacy or other health-related field; Master’s degree preferred.
  • At least 3–5 years of professional experience in humanitarian or development health programming.
  • Strong knowledge of WHO guidelines and Sphere standards, including for PHC, trauma care, reproductive health, SAM/CMAM, and IPC.
  • Familiarity with donor frameworks and indicators (USAID BHA, ECHO HIP, UN OCHA).
  • Previous experience participating in Health Cluster coordination or sub-working groups.
  • Excellent analytical, writing, and data interpretation skills.
  • Fluency in Arabic and English.

Desirable Experience and Skills

  • Experience working in Gaza or with remote management of cross-border programs.
  • Understanding of Jordan’s and Gaza’s health system structure, including regulatory environment and local entity procedures.
  • Strong capacity-building and facilitation skills.
  • Familiarity with health information systems (e.g., HIS, 5W, Health Cluster dashboards).
  • Experience conducting rapid health needs assessments or post-distribution monitoring.
