Context

CAREMED is a project co-financed by the European Union under the Interreg NEXT MED Programme, which aims to strengthen the resilience of health systems in the Mediterranean region by improving access to primary care and promoting community care models for the prevention and management of non-communicable diseases (NCDs).

The project is being implemented in several countries (Italy, Spain, Tunisia, Lebanon and Turkey) and relies heavily on a transnational approach, promoting a continuous exchange of knowledge, practices and solutions between partners.

Description

ICU is seeking a Health Technical Expert for the CAREMED project in Tunisia. The candidate will support transnational coordination and technical monitoring, ensuring knowledge exchange and the capitalization of results among partner countries. The position will contribute to the project’s implementation by monitoring and coordinating activities at the national level in Tunisia as well as transnational activities in partner countries.

Responsibilities

A. Transnational Coordination of Thematic Committees

  • Support the Pilots Implementation Officer in the planning, coordination and monitoring of Transnational Thematic Committees (TTCs) and Local Thematic Committees (LTCs) in partner countries.
  • Ensuring effective communication and alignment between transnational and national levels.
  • Facilitate the preparation of technical contributions, experiences and best practices among partners.
  • Ensure proper documentation of meetings (minutes, action items, visibility materials).

B. Knowledge management and capitalization

  • Ensure the systematic collection, organization and management of knowledge generated within the framework of project activities.
  • Supporting the Pilots Implementation Officer and partners in developing and consolidating technical deliverables based on best practices and lessons learned between countries, including:
    • operational guides;
    • documents d’orientation ;
    • case studies;
    • training and capacity-building materials.
  • Contribute to the development and use of the transnational medical knowledge database.

C. Technical support for health activities (transnational dimension)

  • Provide technical support to the Pilots Implementation Officer to ensure the quality and consistency of health activities in different countries.
  • Contribute to the technical review and validation of project deliverables (e.g., training materials, operational tools, case studies).
  • Facilitate the integration and harmonization of approaches related to community care models and NCD management between partner countries.
  • Collaborating with healthcare professionals and technical experts to ensure alignment of activities with health standards and practices.

D. National monitoring (Tunisia)

  • Ensure the daily and operational monitoring of project activities implemented in Tunisia.
  • Coordinate with the Ministry of Health and local stakeholders to support rapid and effective implementation of activities.
  • Supporting the identification and involvement of beneficiaries, health facilities, NGOs and community actors.
  • Monitor the organization and implementation of training courses, pilot actions and Local Thematic Committees (LTCs).
  • Ensure alignment between national implementation and transnational project objectives, by providing regular reporting to the Pilots Implementation Officer.

E. Reporting et coordination

  • Contribute to interim narrative reporting.
  • Ensure proper archiving and traceability of technical deliverables and knowledge produced.
  • Supporting coordination between partners, technical teams and project management structures.
  • Ensure compliance with the rules and procedures of the Interreg NEXT MED programme.

Essential requirements

  • Degree in medicine, nursing, public health or other health-related fields.
  • Minimum of 2 to 4 years of relevant professional experience.
  • Excellent command of Arabic, French and English.
  • Knowledge of the Italian language is an asset.
  • Experience in the design and/or implementation of health interventions, preferably in the field of primary care, public health and community care models.
  • Proficiency in the main online communication platforms (Microsoft Teams, Google Meet, Zoom).
  • Excellent command of Microsoft Office;
  • Ability to plan, define and manage priorities and deadlines.
  • Dynamic and able to work proactively and autonomously.

Preferred requirements

  • Experience in similar roles within NGOs or international cooperation projects.
  • Experience in projects funded by the European Union (Interreg, ENI CBC MED, etc.).
  • Good knowledge of the project management cycle and donor requirements.

Contract type

Fixed-term contract, in accordance with national legislation. Duration: 12 months.
