HR Admin Service Manager (F/M) At Doctors Without Borders

Médecins Sans Frontières, an international humanitarian medical association founded in 1971, provides medical assistance to populations whose lives are threatened: primarily in cases of armed conflict, but also epidemics, pandemics, natural disasters, or even exclusion from healthcare.

As Head of Human Resources Administration, you are responsible for the proper management of HR administration and payroll for international field staff and MSF France headquarters employees. You oversee a department of 16 employees comprising four divisions: headquarters HR administration, field HR administration, payroll, and legal matters: international mobility and social law.

Main responsibilities:

Reporting to the Deputy Director of Human Resources, you will:

– Participate in defining HR strategy and HR policies:

  • Participate in defining the strategy and manage the department’s contribution or responsibility regarding structuring issues (HRMS, international employment contracts, health insurance contracts, Safeguarding, etc.)
  • Determine priority projects based on this HR strategy in your field
  • Participate in international meetings, contribute to the work of the intersection platform by providing technical advice on the feasibility of projects

– Manage and coordinate HR administration, payroll, international mobility management as well as the social law function:

  • Ensure the production and accuracy of payroll and personnel administration
  • Oversee the management of international mobility
  • Guarantee an effective partnership with social organizations: supplementary health insurance, occupational medicine, CPAM, URSSAF, Retirement Insurance Fund, Unemployment Insurance Fund, Fund for French People Abroad, 1% housing, etc.

– Manage individual aspects of social law:

  • Ensure the proper implementation of contracts and amendments by delegating supervision to the pole coordinators
  • Manage, in conjunction with the head office/cell HR managers and managers, incidents, disciplinary measures and departures of international mobile employees and those at head office
  • Dealing with pre-litigation and industrial tribunal litigation in relation to lawyers

– Manage the collective aspects of social law:

  • Prepare and organize professional elections
  • Respond to all requests regarding social law, dashboards and social data
  • Ensure the proper implementation of collective agreements concluded

– Carry out the preparatory work for the social management control:

  • Develop and analyze all dashboards to monitor staff activity
  • Supervise the completion of the social report
  • Monitor the application of the remuneration system

– Provide advice and support to other departments:

  • Support department assistants and managers in their decision-making relating to your HR area, with the assistance of head office HR
  • Define and ensure the application of HR procedures in your field

– Hierarchically manage your teams (5 employees) and lead the entire HR Admin department (17 people):

  • Recruit, supervise, advise, support, motivate, unite your teams and develop the skills of your employees
  • Set directions, define objectives, evaluate work
  • Ensure your department’s proper contribution to cross-functional/inter-departmental projects/work

– Are responsible for your budget (development, management and monitoring)

– Maintain a watch on all legal and jurisprudential obligations related to the administrative management of personnel.

Profile sought

Training: You have HR training in labor law or equivalent (BAC +3 to BAC +5)

Experience:

  • With 8 to 10 years of experience in a general HR Manager or Personnel Administration Manager position, you are familiar with the humanitarian world.
  • Knowledge of MSF is a plus

Languages: Fluent French (level C2) and professional English (level C1) required

SKILLS :

  • You are proficient in HR administrative management and labor law: very specific knowledge of the legal obligations related to personnel management is expected.
  • You manage a team and know how to unite them. You handle disputes.
  • You know how to design and manage a budget.

Qualities:

  • A sense of service, dialogue, listening skills and good interpersonal skills are essential.
  • With a taste for administrative work, you also like numbers.
  • Highly rigorous and reliable, you are organized, know how to anticipate, analyze and have synthesis skills.
  • You are proactive and know how to prioritize among a flood of incoming requests.

Job specifics

Status: Full-time permanent contract. Management position, based in Paris. Teleworking according to the rules in force at MSF (2 days/week).

Conditions: â‚¬61.5K gross annual salary over 13 months. 22 days of RTT per year. Supplementary health insurance covered 100% by Médecins Sans Frontières. Meal vouchers with a face value of €12 (60% covered by Médecins Sans Frontières). 50% coverage of public transport tickets.
