General context of the project

The Central African Republic is a country that has gone through more than two decades of various multifaceted crises, including political instability with the overthrow of regimes through coups d’état, and intercommunal conflicts between the Sélékas and the Antibalakas.

Besides these armed conflicts, we can also point out the multiplicity of armed forces and groups in this country, including: the UPC, 3R, the ex-AAKG.

Due to the fragile and volatile security situation in the country, the government has benefited from military support from MINUSCA, Russian mercenaries (Wagner) operating in support of the Central African Armed Forces (FACA) in the Nana-Gbirizi and Bamingui-Bangoran areas, and a battalion from a multinational force operating under a United Nations mandate. In addition, the Rwandan Defense Forces’ special intervention brigade is providing support alongside presidential security.

A new constitution was adopted on August 2, 2023. Despite this adoption, the country was plunged into a new crisis. In July 2025, a peace agreement was signed between the government and the two main rebel factions. This agreement, however, was not more inclusive due to the mistrust of some other rebel groups, who boycotted the cantonment and disarmament process.

For more than a decade INTERSOS has operated an office in CAR to respond to the humanitarian needs of vulnerable populations in protection (GBV and general protection, child protection), Health, CCCM, Shelter, NFIs and WASH.

In the Democratic Republic of Congo, the humanitarian situation remains complex and has deteriorated overall in recent years, characterized by multiple overlapping crises, particularly in the eastern provinces, which face endemic violence and armed conflict. This insecurity has led to massive and repeated displacement. The impact of violence on civilians is a major concern, with regular violations of human rights and international humanitarian law, including targeted attacks against civilians and a high prevalence of gender-based violence.

INTERSOS has been present in the DRC since 2010 and is currently working in Ituri, North Kivu, South Kivu through protection programs and in particular protection monitoring in partnership with UNHCR, with funds given by ECHO and OCHA and other donors.

General objective of the position

Define and implement the HR strategy in line with the Mission’s objectives, both in the Central African Republic and the Democratic Republic of Congo, and with INTERSOS’s vision and values ​​regarding human resources. Ensure the necessary HR capacity and facilitate learning and development activities at the mission level, to ensure that the appropriate structure and skills are in place to achieve the mission’s objective.

Oversee aspects of national staff management, policy and strategy definition and development in order to build career strategy and expatriation opportunities.

Working closely with the mission’s human resources manager, ensuring that INTERSOS acts as a responsible employer in the mission , supporting sound human resources management at all levels and ensuring that human resources administration processes are appropriate, in accordance with local HR policies and labor law for international and national staff.

Main responsibilities and tasks

Strategy

  • Lead the design and implementation of the HR strategy to meet the mission’s programmatic needs and support the design of the country strategic plan and HR forecasts and budgets
  • In coordination with the relevant departments, lead the design of the mission’s structure, organizational chart, and management lines, in accordance with Intersos’ standard organizational chart.
  • Is responsible for developing and updating human resources policies, processes and systems to support the achievement of mission objectives and to ensure that missions have the necessary capabilities and skills in the short, medium and long term (recruitment, compensation, management and learning development plans)
  • Ensure the standardization of HR processes across all country offices and lead the development of HR procedures
  • Provide support to line managers and staff for any changes in local legal and regulatory requirements
  • Contribute to the development of project proposal budgets to ensure the consistency and compliance of funding.
  • Liaising with NGOs and local stakeholders on HR matters

HR policies, procedures and reports

  • Formulate, maintain and update human resources management policies for the mission and ensure that standard HR processes are implemented in all country offices.
  • Responsible for designing, updating, and implementing the salary grid in accordance with the standard functional grid. Updates it regularly with the support of the regional human resources coordinator.
  • Lead the HR team to ensure the implementation of a regular integration process for national headquarters (personnel documents, archives, integration, orientation, etc.)
  • Ensure that all contracts (i.e. employment, service, secondment and consultancy assignments) are adequately compliant with INTERSOS policies, national laws and donor requirements.
  • Ensure the order and updating of staff records
  • Reporting on HR indicators to the management team and country managers to inform decision-making, planning and adjustment of mission and project strategies.
  • To be responsible for providing the auditor’s requests regarding HR files for national staff.

Recruitment

  • Is responsible for ensuring a timely, smooth and regular recruitment process, in accordance with the recruitment policy and local labor legislation
  • Supervise the HR team to ensure the identification of the best local recruitment channels based on the needs, access and objectives of the mission, and define the recruitment strategy based on local labor market analysis with the aim of recruiting professionals and individuals with potential for growth within the mission.
  • Ensure a good understanding of the job market (available profiles, qualifications, specific context, etc.)

Management of national headquarters

  • In collaboration with the Head of Mission, ensure that misconduct by national staff is corrected and that appropriate measures are taken in accordance with Intersos policies, humanitarian principles, and local labor law. Manage disciplinary measures. Liaise with the Regional Human Resources Coordinator in cases of misconduct by international staff.
  • Lead the HR team to provide support to coordinators/supervisors/activity managers in the performance management process (IRP) and ensure that national staff are properly and regularly evaluated.
  • Provide advisory support to line managers and SMTs on all HR aspects (team management, conflict management, early detection of stress, communication, meetings, etc.)
  • Supporting the creation and maintenance of a positive work environment and facilitating conflict resolution between staff members in search of a viable solution in case direct intervention is not possible.
  • Ensure that cases related to behavioral problems are prevented, detected, and managed. Monitor and encourage due diligence and promote initiatives for staff well-being.
  • Is responsible for the national staff compensation and benefits policy, ensuring that it is regularly compared with other international NGOs and actors in the country.
  • Ensure that the payroll process is regular, punctual and compliant with national legislation.
  • Ensure that the mission has a valid legal agreement or contract with a law firm or local lawyer for all human resources matters.
  • Provide technical support and supervision to the HR team, and coach and mentor them.

Learning and improvement

  • Plan and facilitate internal human resources workshops and training sessions for national staff based on the organization’s needs.
  • Supporting the Staff Development Coordinator (SDC) in the deployment of the learning and development policy for international and national staff
  • Lead the HR team in monitoring and proposing learning opportunities and ensure proper follow-up of completed training courses.

Management of international headquarters

  • Supporting the HRCO and the HoM of the interregional area in disseminating HR policies to international staff
  • Ensure that international staff receive regular and ongoing support from the Human Resources Coordinator through regular one-on-one meetings.
  • Ensure that all international staff members participate in the internal performance review process and provide support as needed.
  • Ensure the implementation of a regular integration process for international headquarters (personnel documents, archives, integration, orientation, etc.)
  • Ensure that international staff receive adequate support on HR administrative matters (leave, exit processes, work permits, timesheets, evaluations, tax payments)
  • In collaboration with the regional human resources coordinator, ensure the successful completion of the assignment, debriefing and capitalization of experiences.
  • Under the supervision of the department head and the regional human resources coordinator, contribute to the prevention, detection and management of misconduct by international staff.
  • In collaboration with the liaison team, provide support to international staff for the issuance of visas, work permits and residence permits, ensuring compliance with national legislation.
  • Supporting the head of mission in the international staff recruitment process

Representation

  • In collaboration with the legal advisor, he is responsible for liaising with national and judicial authorities on human resources matters.
  • Participate in HR forums and working groups

Accountability and protection

  • In collaboration with the regional human resources coordinator, he is responsible for the protection of staff who implement measures to protect the health , well-being and human rights of individuals.
  • Ensure that personnel management complies with the LEFP, CP policies, conflict of interest regulations, internal rules, and the INTERSOS standard.
  • Support the internal audit and LEFP liaison officer for any investigations that may take place within the scope of the mission
  • Liaise and follow up with the MEAL department regarding all HR complaints.
  • Ensure that due diligence obligations are met for international and national staff.

Required profile

  • Essential degree in psychology, international relations, political science, or economics. Master’s degree in human resource management preferred.
  • 4 years of experience in human resources management, including at least 2 years in human resources management positions in humanitarian contexts within NGOs
  • Essential computer skills (Word, Excel and Internet)
  • A good knowledge of French is essential. Knowledge of the local language is an asset.

General terms and conditions and benefits:

  • Salary range: €12 – €3,690 – €4,245 monthly gross
