HR Coordinator Mission FRANCE (M/F) At Doctors Without Borders

Médecins Sans Frontières, an international humanitarian medical association founded in 1971, provides medical assistance to populations whose lives are threatened: primarily in cases of armed conflict, but also epidemics, pandemics, natural disasters, and even exclusion from healthcare.

Due to increased activity, the France Mission is looking for an HR Coordinator.

Context

In France, we have three projects:

  • In the ÃŽle-de-France region. The project has been open since December 2017. Focused from the outset on the medical, psychological, social, and legal care of unaccompanied minors seeking legal assistance (day care and accommodation), it has undergone significant development by specializing in young girls seeking legal recognition. In addition, there is a mobile clinic run by a team of volunteers.
  • In Calais. Open in summer 2023. Day center for unaccompanied minors offering respite and activities; mobile clinics for the general public (adults, families, minors), including mental health activities. A coastal patrol activity in support of Utopia 56 is currently being developed.
  • In Marseille. Medical, psychological, social, and legal support for young boys seeking recognition as minors (inter-association day care and accommodation, which is scheduled to close), support for squats.

The political and advocacy component is central to this mission, which operates in a country with the resources but which neglects migrant populations. We therefore seek to achieve effective changes in policies and practices. Finally, the French mission maintains a watch on the situation of migrants in its entirety (occasional health interventions, support for local associations, monitoring of border pushbacks, etc.).

Main responsibilities

Define, adapt, plan and supervise the implementation of the mission’s HR policies and ensure that they are consistent with the context, operational challenges and HR strategy.

As a strategic partner of operations, contribute to the definition and implementation of mission objectives, ensure that the mission has the necessary HR capabilities, measure and improve staff skills and thus actively contribute to the achievement of mission objectives. These responsibilities will be implemented in accordance with the HR vision, MSF values and the applicable legal framework.

Lead and coordinate collaboration with the HRD of MSF France and the CORH of the Migration Unit, in order to ensure appropriate and adequate decision-making for legal and administrative matters of MSF France in its capacity as employer of the France Mission.

Responsibilities

Operational strategy:

  • As an active member of the mission coordination team, contribute to the definition of the mission’s objectives and strategic plans.
  • Contribute to the planning and definition of the mission’s Human Resources (employees and volunteers) and help identify the optimal composition of the teams to correctly achieve the mission’s objectives.
  • Provide advice and technical expertise to the coordination team and the mission’s HR and Finance managers when designing job profiles, organizational charts and decision-making procedures.
  • Build and monitor the mission’s HR budget.
  • Implement HR data monitoring tools on the mission and ensure that they are regularly updated (SITREP, contract monitoring, training plan, etc.).

Capacity development:

  • Define HR strategies at the mission level to ensure that the mission has the necessary capacities and skills, in the short, medium and long term (recruitment, onboarding, team management and learning and development plans).
  • Define the volunteer management strategy and policy.
  • Assist the coordination team and project teams in determining staff training needs based on operational requirements, assessing staff needs to improve their contribution to mission objectives and improving their comfort in the workplace.
  • Ensure that individual staff reports are regularly prepared by their managers and that they are carried out in the correct conditions.
  • Ensure that quality integration procedures are in place and adhered to. Update these procedures to ensure they are aligned with mission needs.
  • Ensure that the recruitment of mission staff is carried out in an adequate and consistent manner, in accordance with the mission’s recruitment policy.
  • Identify possible recruitment sources based on the needs and objectives of the mission and define a recruitment strategy for employees and volunteers based on an analysis of the context and the labor market.
  • In collaboration with the HRD and the CORH Unit, ensure a good understanding of the job market in terms of available profiles, qualification levels, specific characteristics; conduct or request studies on the job market.

Administrative management:

  • Define and update the HR policies of the French mission, ensuring that they are integrated into the HR policies of the headquarters. Ensure their implementation, monitoring and updating in accordance with the French legal framework.
  • In close collaboration with the Human Resources department at headquarters and project HR managers, ensure compliance and consistency with administrative and legal procedures across the entire mission (recruitment, contracting, personnel files, schedules, etc.) in order to guarantee compliance with labor law and internal MSF policies.
  • Assume responsibility for all HR management and administration issues and ensure their compliance with legal requirements, the HR vision and the employer’s social responsibility framework.
  • In collaboration with the project HR managers, ensure that HR information (absences, working hours, on-call hours, etc.) is correctly entered into the HR software by the teams. Update and complete the necessary information in the HR software.
  • In collaboration with the MSF Human Resources department and the head of mission, participate in communication and exchanges with the CSE and union delegates where appropriate.

Employee and Well-being Management:

  • Ensure that all staff are employed in a framework offering fair working conditions and in accordance with the legislation, vision, values and principles of responsible employer of MSF, provide technical assistance and advice to the coordination team on these procedures.
  • Provide support and advice to line managers in preventing and resolving conflicts between team members. Detect potential conflicts within the mission and intervene directly to resolve them if necessary and/or possible. Take charge of finding a viable solution if direct intervention proves impossible.
  • Ensure that cases of behavioral problems are prevented, detected and managed.
  • In collaboration with the medical team, coordinate the implementation of the mission’s health policies to ensure safe working conditions for all staff. Develop and implement an HR policy to prevent psychosocial risks.
  • Contribute to the quality and regularity of internal communication: disseminate information on HR procedures, organize and take part in briefings and debriefings at the coordination level…
  • Participate in the recruitment of the coordination team and the mission’s HR team.
  • Provide supervision to the mission’s HR team and provide them with regular support on all HR issues requiring support.
  • Provide expert support to line managers in their managerial role, particularly in the areas of team management, conflict prevention, stress detection, communication and meeting facilitation.

Desired profile

Training & experience

  • BAC+3 minimum
  • Diploma in Human Resources Management
  • At least two years of experience in comparable positions in the non-profit sector in France

Job specifics :

Status: Fixed-term contract (CDD) 12 months, renewable. Position based in Paris, without the possibility of teleworking

Conditions: â‚¬3,645.39 gross monthly over 13 months. 22 days of RTT per year. Supplementary health insurance covered 100% by Médecins Sans Frontières. Meal vouchers with a face value of €12.00 (60% covered by MSF). 50% coverage of public transport tickets or equivalent.

Due to administrative constraints linked to the duration of the contract, candidates must already have a work permit in France (citizen of the European Union) or a residence permit allowing them to work on French soil.
