HR Management Officer – Emergency Unit (M/F) At Doctors Without Borders

Médecins Sans Frontières, an international humanitarian medical association founded in 1971, provides medical assistance to populations whose lives are threatened: primarily in cases of armed conflict, but also epidemics, pandemics, natural disasters, and even exclusion from healthcare.

The Emergency Unit of Doctors Without Borders is recruiting an HR Management Officer for the unit.

Missions :

The HR Management Officer of the Emergency Unit is responsible for managing international employees, requiring a particular level of anticipation, responsiveness and innovation due to the nature of these operations (i.e. short mission durations, high turnover, visa constraints, profiling, etc.)

Under the hierarchical responsibility of the HR Coordinator of the emergency unit and the functional responsibility of the HR Manager of the emergency unit.

Your main activities, as a member of the cell team, are as follows:

CONCERNING EMERGENCY MISSIONS FOR WHICH HE/SHE IS RESPONSIBLE FOR MONITORING:

  • Be responsible for international HR management, requiring a particular level of anticipation, responsiveness and innovation due to the nature of these operations (i.e. short mission durations, high turnover, visa constraints, profiling, etc.)
  • IMS Matching: Participate in setting up the structure of the IMS team for the emergency mission being monitored (organizational chart, required profiles, team composition). Identify the required profiles either in the Emergency Pool or in collaboration with the pool managers (explanation of the profiles sought to the pool managers, screening of the proposed profiles, validation of the profiles that match by the unit’s business referents)
  • Responsible for updating HR monitoring documents: IMS organization chart, expat planning, welcome document, etc.
  • Ensure that connection documents are up to date in Sharepoint.
  • Brief and debrief international staff.
  • Ensure the management of the departure and return of international staff in conjunction with HR Managers and Departure Officers.
  • Update HR databases (Ligo) based on placement and management parameters defined for personnel deployed in the intervention areas (contract dates, absence monitoring, etc.)
  • Support HR teams in the countries of intervention in the implementation and effective management of the new HR Information System (Ligo).
  • Evaluate the international staff monitoring system and suggest areas for improvement.
  • Field detachment in punctual supports.

REGARDING HR SUPPORT FOR THE EMERGENCY UNIT:

Organization of briefings/debriefings

  • Ensure smooth communication of IMS briefing and debriefing schedules within the emergency unit and within other departments involved in monitoring the mission concerned.
  • Contribute to the implementation of the preparation and induction system for international personnel deployed on emergency operations; develop induction kits by medical-operational theme, intervention type and job profiles.

Management of emergency response teams (Emergency Pool – PUR)

  • Assist the HR Coordinator in the animation, monitoring and daily management of the Emergency Pool (placements, training, leave, contact directory, information sharing, accommodation, etc.)
  • Assist the HR Unit coordinator for PUR and headquarters recruitment.

Operational HR cross-functional projects and projects.

  • Participate in the organization and facilitation of workshops and working sessions of the Emergency Unit.
  • Contribute to the deployment of Learning and Development (L&D) initiatives.
  • Maintain internal communication and HR Emergency knowledge management tools and materials.

Profile sought:

  • Experience (1 year minimum) with MSF in field positions (HR Manager, transit admin, CORH), and/or headquarters is essential.
  • Good knowledge of MSF, its organization, its fields, and particularly emergency intervention contexts.
  • Experience in the HR function.

Languages: Fluent English and French (B2 minimum)

Job specifics:

Status : 9-month full-time fixed-term contract with the possibility of weekend on-call. Management position based in Paris with travel to MSF field locations required. Remote work according to MSF rules (2 days/week).

Conditions : €47,390K gross annual salary over 13 months. 22 days of RTT per year. Supplementary health insurance covered 100% by Médecins Sans Frontières. Meal vouchers with a face value of €12 (60% covered by Médecins Sans Frontières). 50% coverage of public transport tickets/or bicycle mileage allowance if justified.

Due to administrative constraints linked to the duration of the contract, candidates must already have a work permit in France (citizen of the European Union) or a residence permit allowing them to work on French soil.
