CONTEXT:
HI has been present in Chad intermittently since the 1990s and permanently since 2014. HI operates in N’Djamena and in Borkou (North), Ennedi (North East), Moundou (South), Lake Chad, Kanem, Barh el Gazel (West) and more recently in the East.
The main areas of current intervention are as follows:
-Functional rehabilitation (physiotherapy, orthopedics, orthotics) and stimulation therapy in addition to nutritional responses;
-Inclusive education;
-Emergency education and protection;
-Socio-economic integration of the most vulnerable households, particularly through the development of income-generating activities and vocational training;
-Emergency assistance;
-Inclusive local development and support for community solidarity;
HI’s strategy in the country is to continue developing the program both in terms of emergency response and development projects, building on its “core areas of expertise” (assistance to vulnerable people including people with disabilities, inclusion, mine action, physical rehabilitation, education, etc.) while expanding its range of sectors to meet needs and seeking innovative and sustainable solutions for the socio-economic development of the most vulnerable in Chad.
Chad is part of a regional area (Benin, Burkina Faso, Mali, Niger, Senegal, Chad, Togo) engaged in a process of regionalization and decentralization: pooling resources, harmonizing practices, and strengthening programmatic coherence. The Chad teams therefore work in close synergy with other missions in the region to maximize the impact, responsiveness, and relevance of their actions.
YOUR MISSION:
In a context of strong growth and transformation, the Chad mission faces major organizational challenges that require the support of a senior HR Manager tasked with laying the groundwork for a reorganization of the HR department, securing the HR framework, and professionalizing the function. The position reports hierarchically and operationally to the Regional HR Manager (RHRM), with close management provided by the Country Director. One of the mission’s priorities will be to recruit a national HR Manager, support them in their onboarding, and ensure a robust skills transfer.
In this context:
Objective 1 – You ensure the integration and skills development of the national HR manager
- Contribute to the recruitment process for a new HR Manager
- Support the integration process of the national HRM and organize targeted training sessions (legal framework, internal HI procedures, management of sensitive cases, support for managers), with a regular coaching system to ensure the increase in autonomy before the end of the mission.
Objective 2 – You contribute to clarifying certain key HR processes
- Secure 2–3 priority processes (e.g. hiring conditions, basic administrative management, payroll monitoring) to support Chad’s growth and compliance on certain specific HR points.
- Train and support managers in the use of the new HR frameworks to facilitate the application of good HR practices on a daily basis.
- Develop HI’s external reach (forums, operational and strategic alliances, etc.) and the organization’s external representation (partnerships, consortium, events, media) in its area.

YOUR PROFILE:
Expected profile
- You hold a Master’s degree in HR, social law or equivalent .
- You have at least 5 years of experience in HR and team management , ideally in a humanitarian NGO and international context.
- You know how to support and coach national HR teams , including remotely.
- You possess strong leadership skills and are comfortable working with multicultural teams .
- You have a strategic mind and know how to develop an HR plan aligned with the overall strategy .
- You have a strong grasp of administrative frameworks, HR policies and local labor law .
- You have excellent interpersonal and advisory skills .
- You are fluent in spoken and written French .

- International contract of 3 months ideally starting from January 15, 2025;
- The international contract allows for social security coverage tailored to individual needs:
- Unemployment insurance is only levied for EU nationals;
- Retirement insurance;
- Health coverage, repatriation, and insurance are provided by HI and the employee;
- Salary : starting from €2757 gross/month depending on professional experience.
- Per diem : €817 net/month – paid in local currency on the ground;
- Hardship: €250 net/month
- Paid leave : 25 days per year;
- R&RÂ : 5 days every 3 months
- Unaccompanied position
- Accommodation: Shared, and taken care of by HI;
- If you are a resident of the country: local package.
