A closer look at our activities in the DRC
Our mission in the DRC has been ongoing since 2001. Faced with a worsening humanitarian crisis, PUI remains committed to the provinces of North Kivu, South Kivu, and Ituri. In 2025, the response focused on health, nutrition, protection, psychosocial support, and water, hygiene, and sanitation in 23 health zones. The two-pronged operational approach allowed us to reach all segments of the population. Firstly, emergency deployments, particularly in displacement zones, to reach displaced persons living in camps or with host families. Secondly, support was provided to the health system and existing community structures to enable them to meet the increased needs and bridge the gap created by the crisis, while simultaneously strengthening the system—a cornerstone of resilience.
And what about the Human Resources Coordinator in all of this?
As HR Coordinator, you will be responsible for monitoring and updating the Human Resources policy according to the mission’s needs and in compliance with national legislation. You will manage the mission’s national human resources.
For this purpose, your responsibilities will be as follows:
- HR Policy: You will be responsible for improving and updating PUI’s HR policy on the mission in compliance with the legal framework of the country of intervention in this area.
- Capacity building: You will propose strategies for capacity building and retention of national staff.
- Administrative management and career path: You will manage the administrative aspects of the national teams in their entirety (recruitment, hiring, remuneration, monitoring, evaluation, training, dismissal, etc.)
- Work organization: You will make recommendations and participate in streamlining and optimizing the mission’s human resources.
- Risk analysis: You will analyze risks related to HR issues and raise alerts/issue recommendations as appropriate.
- Administrative and legal management: You will be responsible for monitoring administrative files and ensuring that the status and operation of the mission are in legal compliance with the requirements of the country of intervention.
- Administrative management of expatriate staff: You will support the Chief of Staff in the HR and administrative management of the mission’s expatriate staff.
The challenges that await you:
The main challenges of this position are: 1. Ensuring the continuity, quality, and compliance of the HR function. The HR Coordinator will be responsible for ensuring the continuity of activities, maintaining the quality and compliance achieved, and ensuring the application of policies, procedures, and legal obligations. They will also ensure the reliability of HR data, adherence to administrative deadlines, consolidation of achievements, and the continuation of ongoing projects (deployment of digital HR solutions, etc.), while preserving the quality of HR processes and deliverables. 2. Strengthening the capacities of HR teams and developing a succession plan. The HR Coordinator will support base administrators in the planning and monitoring of key HR projects, ensuring adherence to deadlines and quality standards. They will implement a training plan enabling base teams to consistently produce reliable, complete, and compliant deliverables. Particular attention will be paid to the development of national talent through career paths, individual plans, and a succession plan, to facilitate their access to positions of responsibility while maintaining the expected level of excellence. 3. Review and optimize the health and medical care policy for national employees. The HR Coordinator will conduct a review of the medical care system for national employees and their dependents to address employee complaints. The objective will be to improve the quality of services, strengthen monitoring of providers, control expenses, and optimize coverage per family, while ensuring the financial sustainability of the system. This also includes consideration of psychosocial support. 4. Review the mission-based salary policy to increase the competitiveness of Première Urgence Internationale. The HR Coordinator will continue the implementation of the new salary scale and ensure its integration into project proposals and budgets to guarantee funding. The objective will be to make the compensation package more competitive, facilitate recruitment, limit departures to more attractive organizations and sustainably strengthen staff retention.
What you will need to succeed
Training
You must hold a higher degree (Master 2 or equivalent) in management and/or administrative management. Training in Human Resources would be an asset.
Experience
You have at least two years of experience in a similar role within an international NGO. Have you previously worked with Première Urgence Internationale? That would be a definite asset!
SKILLS
You are proficient in team management, have solid knowledge of social law, recruitment and payroll, and ideally skills in the field of training.
Required qualities
You possess strong analytical and summarization skills, are an excellent communicator both verbally and in writing, and are able to take responsibility proactively. You are a good team player, organized, rigorous, flexible, and highly resilient to pressure and stress.
LANGUAGES
Are you fluent in French and English? Great, that’s essential for this position! If you also speak Arabic, that will be a definite advantage.

PUI will offer you
- Status: Manager on a fixed-term contract
- Gross monthly salary: €2,650.00 – €3,130.00 depending on your experience in international solidarity + €50 per six-month period of service with PUI
- Insurance including medical and supplementary health coverage, 24/7 assistance, repatriation and personal risk insurance

- Living expenses (“Per Diem”)
- Break schedule: 5 working days at 3 and 9 months of assignment + break bonus
- Paid Leave Scheme: 5 weeks of paid leave per year + return plane ticket home every 6 months
