Doctors Without Borders, an international humanitarian medical association created in 1971, provides medical assistance to populations whose lives are threatened: mainly in cases of armed conflict, but also epidemics, pandemics, natural disasters or exclusion from care.
The France mission is looking for a human resources coordinator.
Context
Doctors Without Borders works in France with exiled people facing the health, psychological, and social consequences of violence related to migration and the loss of protection. The France Mission combines care, protection, and testimony to meet the needs of the most vulnerable.
Today, it focuses its efforts on the North Coast and the Île-de-France region, while maintaining a capacity for rapid response to emergencies. Supported by multidisciplinary teams, it develops medical, psychological, social, and advocacy activities within a constantly evolving context.
Assignment
As a member of the Mission Coordination Team and under the responsibility of the Head of Mission, you are responsible for the strategy and quality of human resources management for the Mission France.
At the crossroads of strategic, operational and human challenges, you ensure that the mission has the skills, organizations and working conditions necessary to achieve its objectives.
You are simultaneously a strategic partner of the coordination team, an HR technical expert and a manager, with a role in supporting HR managers and project managers.
Your main responsibilities
Leading the HR strategy for the mission
- Define and manage the multi-year HR strategy, in line with MSF’s guidelines and French law.
- Anticipate the needs in terms of staffing, skills, organization and team size.
- Integrate HR issues into the evolution of projects and the organization of the mission.
- Manage the budget and key HR indicators.
Supporting teams and developing skills
- Supervise and support the HR managers of the projects.
- Advising coordinators and managers in their role as team leaders.
- Manage the processes of assessment, skills development and training.
- Promoting mobility, career paths and quality of integration.
Ensuring compliant and fair HR practices
- Ensure compliance of practices with French labor law, MSF policies and principles of non-discrimination.
- Oversee recruitment and contribute directly to certain key recruitments.
- Ensure the quality of personnel administration and HR data.
- Manage matters related to compensation, contracts, HRIS and administrative management.
- Identify and prevent individual and collective legal risks.
Preventing risks and taking care of the teams
- To manage actions related to quality of life and health at work, in particular based on the psychosocial risk assessment and the single risk assessment document.
- Integrate Duty of Care considerations into mission decisions and operations.
- Preventing and managing situations of conflict, stress or difficulty.
- Ensure the dissemination of safeguarding principles and coordinate, in compliance with procedures and confidentiality, the handling of reported situations.
Ensuring communication between the mission and headquarters
- To be the HR focal point for the France Mission with the various departments and headquarters.
- Clarify and maintain the distribution of HR responsibilities between headquarters and the mission.
- Contribute to social dialogue and advise the management team on social relations and legal and contractual obligations.
- Represent MSF to authorities or partners on HR or administrative matters.
Desired profile
Experience: You have significant experience in human resources, ideally in a complex, transforming or international environment.
These include:
- At least 2 years in humanitarian aid or the medical-social sector, preferably in coordination positions within MSF or other associations.
- Solid experience in HR management and in supporting managers.
- Proven experience in team management and in leading HR projects.
- A good knowledge of French labor law and social relations.
- An ability to articulate HR, operational and strategic issues.
- Strong analytical, synthesis and prioritization skills.
- An ability to work in a multicultural and multidisciplinary environment.
- A knack for supporting change and managing sensitive situations.
- A good command of office software and HRIS.
Experience in the non-profit, humanitarian, or vulnerable sectors is an asset.
Education: Degree in human resources management or in a field related to administrative management.
SKILLS :
- Computer skills: proficiency in Microsoft Office Suite is essential; knowledge of an HRIS, particularly LIGO, is appreciated.
- Skills: teamwork, organization, strategic vision, leadership, team management and development, adaptability.
Languages: Proficiency in French and English is preferred. Any other language is an asset.
Employment conditions:
Status: Fixed-term contract of 12 months, renewable. Management position.
Compensation and benefits:
- €3,678.19 gross monthly salary over 13 months + 22 days of paid time off per year

- 50% reimbursement of public transport costs or bicycle mileage
