JOB OBJECTIVES:
Under the responsibility of the Humanitarian Access and Security (AHS) Manager, the AHS Specialist contributes to developing the organization’s humanitarian access and response capacity.
He/She acts as a technical expert and supports the management line (headquarters, region and country) and the AHS teams in the field in the implementation of AHS frameworks, operational security, incident/crisis management and the definition of access strategies.
More broadly, he/she contributes to strengthening the AHS culture within the organization.
In this role, your main responsibilities will be:
STANDARDS AND EXPERTISE:
- Contributes to the definition, deployment and implementation of AHS-related norms and standards
- Ensures adaptation to contexts and implementation of quality control tools (Minimum Safety Standards, safety review, dashboards…).
OPERATIONAL IMPLEMENTATION:
- Context monitoring and forecasting: monitors the evolution of contexts, trends and risks within its scope.
- Humanitarian access strategy: contributes to the development of program access strategy, implementation and monitoring.
- Supports Directors in developing operational strategies (AHS component) in accordance with the frameworks defined by the organization.
- Operational security management:
- Supports the management line and AHS teams in operational safety management (analyses, sizing, problem solving, support/advice…)
- Provides an alert role to the management line and more generally a “check and balance” role in security management within its scope.
- Incident and crisis management:
- Ensures the application of the crisis management protocol within its scope.
- Supports programs in the establishment and training of members of Incident Management Teams (IMT).
- Participates in crisis management within their area of ​​responsibility as a member of the Crisis Management Team (CMT): analysis, technical support, recommendations, implementation, reporting, lessons learned exercise…
SKILLS DEVELOPMENT AND MANAGEMENT
- Contributes to the improvement of AHS technical know-how through the development of lessons learned exercises and experiences acquired within its scope.
- Participates in the recruitment, definition of objectives, training, monitoring and annual reviews of the AHS Country Managers within their scope.
EMERGENCY PREPARATION AND RESPONSE
- Contributes to emergency preparedness actions and, during an emergency, reorganizes its priorities according to the humanitarian imperative, in order to ensure a rapid and effective response.
REQUIRED PROFILE:
- You have at least 3 years of field experience within humanitarian NGOs in security/humanitarian access manager positions in emergency, complex and unstable contexts;
- You have experience in incident/crisis management, humanitarian access and capacity building.
- You have a strong grasp of concepts, tools and processes related to security management and humanitarian access.
- You have knowledge of pedagogy and training techniques / skills transfer;
- You have a sense of priorities, great organizational skills and autonomy;
- You have a perfect command of French and English (reading, writing and speaking).
WORKPLACE ACCESSIBILITY:
The premises are easily accessible by public transport (bus, metro). A bicycle parking area is also available. Within the building, access ramps and elevators ensure easy movement. All workstations are located in an open-plan area, but quiet booths are available on each floor for those who wish to work in peace and quiet. The workspace is very bright.
