GENERAL CONTEXT

CONTEXT OF THE POSITION

Mali is facing internal conflicts that have led to population displacements. Three MSF sections are active in Mali: the Operational Centers (OC) in Brussels (OCB – 2 projects), Barcelona (OCBA – 3 projects), and Paris (OCP – 3 projects). Our projects primarily target women and children.

MAIN RESPONSIBILITIES AND TASKS

As the Intersection Humanitarian Affairs and Advocacy Manager , you have an intersectional role and support all MSF sections present in Mali where you will be based.

  • Develop the advocacy strategy for each axis of the existing action plan in connection with the cross-cutting operational and medical priorities identified by the 3 Medical Coordinators (MSF-Belgium, MSF-Spain, MSF-France) and validated by the Heads of Mission.
  • For each axis, this will notably involve developing the analysis of the problem, proposing specific advocacy objectives, results and associated activities, indicating relevant targets and appropriate timing.
  • Develop, lead and coordinate the collection and analysis of relevant data related to key advocacy objectives with the support of the three operational centers.
  • Conduct field visits to meet with project teams, collect data for advocacy (in accordance with MSF’s ethical guidelines), and support context analysis and engagement.
  • Draft and update talking points and internal advocacy messages, for use in bilateral meetings and/or public communication.
  • Analyze and report on key humanitarian issues and trends, including humanitarian access challenges.
  • Support the mapping of actors and the analysis of stakeholders and provide guidance/support to Project Coordinators for managing relations with local authorities.
  • Develop and maintain fact sheets on key humanitarian actors, and donors and influential actors for intersectional advocacy priorities.
  • With the support of the ILD and advocacy officers at headquarters, monitoring and analysis of the evolution of laws, regulations and other political initiatives likely to have an impact on the organization are documented and communicated to the Heads of Mission which overlap.
  • Suggest improvements to the methodologies and tools used, and provide training to teams in the country, as needed.
  • To meet networking needs by participating in representation tasks in locations outside the project (on delegation from the mission leader).
  • Maintain a meeting log for the country team. Share meeting notes with coordinators to facilitate monitoring of MSF’s engagement with key stakeholders.
  • Inform new colleagues and regularly organize training sessions on humanitarian affairs and advocacy with country and project teams.
  • Facilitate discussions, training sessions, briefings, etc. on the country’s medical-humanitarian context, MSF principles, international humanitarian law, medical ethics and advocacy activities/strategies to raise awareness among MSF staff on these topics.

SELECTION CRITERIA

Education and experience

  • University degree or equivalent training in Public Health.
  • Minimum 3 years of experience in coordination/representation roles.
  • Advocacy experience in the region is an asset.
  • Experience in implementing medical activities with MSF is an asset.

LANGUAGES

  • Excellent oral and written command of French.
  • Good knowledge of English.

WORKING CONDITIONS

  • Localisation: Bamako (Mali).
  • Mobility: Travel may be required within the projects.
  • Contract type: Fixed-term contract (CDD) – Full-time.
  • Contract duration: 12 months (renewable).
  • Salary according to the MSF OCBA field pay scale.
  • Contractual terms, conditions and salary will be established based on the official residence of the selected candidates and in accordance with MSF’s standard job and salary scales.
  • No family position.
  • Expected start date: As soon as possible.
