The position we are offering

Within the Strategic Programs and Partnerships department, the Humanitarian Programs Manager is in charge of developing the programming and humanitarian advocacy of Plan International France in connection with the organization’s strategic plan focused on children’s rights and gender equality.

Reporting to the Director of Programs and Strategic Partnerships, the Humanitarian Programs Manager is responsible for:

Develop and deploy the humanitarian strategy and programming of Plan International France:

  • Update and deploy Plan International France’s humanitarian engagement strategy;
  • Develop and implement humanitarian programming in line with this strategy;
  • Supporting country offices in identifying needs, ensuring the coordination of project development and the drafting of intervention proposals in collaboration, where appropriate, with the geographical hubs;
  • Develop/strengthen dialogue with relevant donors to maintain in-depth knowledge of their intervention strategy, anticipate funding opportunities and position Plan International France as a relevant humanitarian actor on the themes of children’s and youth rights and gender equality in crisis and conflict situations;
  • To monitor situations of fragility and conflict and to ensure coordination between the different hubs and departments of the emergency unit where necessary;
  • Help identify opportunities for operational alliances and develop partnerships with other national Plan International organizations, civil society organizations and collectives.

Develop and deploy operational humanitarian advocacy in countries identified as priorities

  • In close collaboration with the advocacy department of Plan International France, identify the geographical priority(ies) to develop and implement operational humanitarian advocacy actions, particularly in connection with the themes of children’s and youth rights and gender equality in crisis and conflict situations;
  • Collect data on violations of children’s and youth rights and gender inequalities in countries identified as priorities to inform advocacy messages;
  • To take an active part and represent Plan International France in national and international coordination bodies, in particular with the ECT Humanitarian Issues of Coordination Sud.

Managing the portfolio of humanitarian projects/programs

  • Ensure the management of humanitarian projects/programs, in accordance with Plan International’s procedures and quality framework, and provide quality reporting to donors in close collaboration with the relevant departments/teams;
  • Provide support to the Compliance and Finance Department of Plan International France to ensure the financial compliance of projects/programmes and the execution of audits and follow-up of recommendations;
  • Ensure the sharing of information on humanitarian projects/programs within the department and with other departments/districts;
  • In collaboration with the Communication and Individual Fundraising department, implement a communication plan, collect data, information and testimonies on humanitarian interventions and ensure reporting.

Strengthening Plan International France’s expertise in humanitarian programming in crisis or conflict situations

  • Identify and capitalize on resources in the field of resilience and crisis management, including from a humanitarian, development and peace nexus perspective;
  • To provide ad hoc expertise on crisis prevention and management issues to country offices and program team members;
  • Contribute to updating the emergency procedure in close collaboration with the relevant departments/districts;
  • Participate in strengthening the department’s capacities in humanitarian programming, development, peace;
  • Provide support to the Directorate of Programs and Strategic Partnerships to update and facilitate the implementation of the security procedure of Plan International France and ensure monitoring of humanitarian and security situations in countries of intervention in crisis or conflict situations.

To act as the focal point on humanitarian issues within Plan International France and the Plan International network

  • To act as the interface between Plan International France and the Plan International network on humanitarian issues identified as priorities;
  • Actively participate in the network’s coordination platforms on humanitarian issues and represent Plan International France in relevant bodies;
  • Ensure coordination with the communications and individual fundraising department and represent Plan International France when speaking on humanitarian issues in various forums and the media.

The profile we are looking for

You have a Master’s degree, ideally in international solidarity, humanitarian action, international relations, political science (or equivalent) and you have at least 5 years of experience in coordination, development and management of humanitarian programs, including in the field.

Also :

  • Proven experience in setting up, coordinating (particularly during the development phase) and managing a portfolio of projects funded by French public donors or agencies (e.g. CDCS, MEAE, AFD (Minka, technical divisions), ECHO, Expertise France, etc.), ideally in Plan International’s priority areas. Experience managing multi-donor projects is a plus;
  • Experience in humanitarian advocacy, strong interest in developing and conducting advocacy focused on children’s and youth rights and gender equality in crisis and conflict situations, and a good understanding of the rights-based approach and gender equality;
  • Perfect command of French and English (spoken, written); Spanish is a plus;
  • Excellent organization and ability to manage priorities and meet short deadlines;
  • Ability to represent the organization and to speak in public, including in the media;
  • Skills to work in a multicultural context and to contribute to strengthening team spirit;
  • Availability for field visits at short notice;
  • Strong adherence to the values ​​and mandate of Plan International France.

Executive status, fixed daily rate, RTT days, remuneration according to internal salary scale and profile;

10 days of teleworking per month; Restaurant card €10.83/day worked (60% employer contribution);
