Aim:
The purpose of the ICLA Technical Assistant position is to be responsible for implementing field activities and managing legal cases under the Information, Guidance, and Legal Assistance program, in accordance with NRC El Salvador’s programmatic strategy. The main areas of work are: support and legal assistance for immigration regularization processes for people with protection needs, obtaining refugee status, obtaining civil and identity documentation, and accessing housing, land, and property rights.
Main Responsibilities:
- Coordination, organization, preparation, and implementation of information, guidance, and legal assistance activities for participating populations in offices, communities, and missions based on ICLA themes.
- Organize, record, and safeguard diligently and promptly the means of verifying the services provided, including registration in databases and digital and physical files.
- Develop, implement, and monitor legal plans for addressing cases that promote the restoration of rights within the framework of ICLA issues.
- Prepare and process cash legal assistance in a timely manner, ensuring its safe delivery and promoting proper use of the resource.
- Support the implementation of training activities for public officials and other organizations.
- Provide input into NRC strategic processes in coordination with the ICLA implementation and coordination team.
- Implement and finalize procurement and contracting processes related to the implementation of assigned ICLA projects and activities, according to NRC standard operating procedures.
- Comply with all safety protocols related to field activities.
- Maintain the performance, development, and feedback plan updated as required by supervisors and/or independently.
- Execute Safe and Inclusive Programming (SIP) activities relevant to their area of ​​work and attend relevant SIP capacity building sessions.
Professional Competencies:
- University degree in Social Sciences (Legal Sciences, International Relations, Social Work or similar).
- Minimum experience of two (2) years working in similar positions, preferably in the humanitarian field.
- Demonstrable knowledge of international and national regulations related to immigration regularization, subsidiary procedures for legal identity, property registration, and mediation.
- Knowledge of the state structure and public policy for the care of victims of violence/people in need of international protection and the national protection system.
- Knowledge of the humanitarian context and social organization structures in El Salvador
- Excellent oral and written expression skills.
- Knowledge of the operational and security context where NRC operates.
- Excellent written and spoken Spanish is essential; English is an asset.
- Documented experience in legal case management.
- Knowledge of notarial procedures is desirable.
- Skills in interview techniques for people in vulnerable conditions.
- Availability to carry out missions lasting more than one day within El Salvador.
