The Role
Reporting to the Partnership Manager and under the guidance of the Inclusion Lead and the Regional Safeguards Manager, the Inclusion and Safeguarding Adviser will lead the integration of inclusion and safeguarding systems across Pacific Australia Skills Vanuatu. The role supports the operationalising of the Inclusion Strategy and Action Plan, as well as effective implementation of Pacific Australia Skills safeguarding strategy in line with Department of Foreign Affairs and Trade (DFAT) Safeguarding Policies (Child Protection and PSEAH), DT Global safeguarding frameworks, and relevant national and international standards.

To enhance skills at the country level, the adviser will facilitate professional development in safeguarding and inclusive approaches for Pacific Australia Skills staff, partners and other stakeholders in Vanuatu. The role also supports the Monitoring, Evaluation and Learning (MEL) and Communications team to ensure inclusion is embedded within MEL systems, communication products and incorporated into country plans.

Roles and Responsibilities
Inclusion:

Pacific Australia Skills uses the term Inclusion to describe its work in advancing Gender Equality, Disability and Social Inclusion (GEDSI). The Inclusion and Safeguarding Adviser will:

  • Support the implementation of the Pacific Australia Skills Inclusion Strategy and Action Plan across Vanuatu.
  • Work with program staff and partners to embed gender equality, disability equity and social inclusion (GEDSI) principles into program design, implementation, monitoring and evaluation.
  • Support partner organisations to identify and address barriers to participation for women, people with disabilities, youth and other underrepresented groups.
  • Facilitate inclusion awareness activities, training and professional development opportunities for Pacific Australia Skills, Vanuatu staff and partners.
  • Facilitate Inclusion orientation and onboarding sessions for new short-term and long-term Pacific Australia Skills, Vanuatu staff and experts.
  • Support the development of inclusive training approaches, resources and learning environments.
  • Assist the MEL team to ensure inclusion indicators, data collection and reporting processes capture meaningful information on participation and outcomes.
  • Support the communications team to ensure communication products promote inclusive and accessible practices and positively represent diverse participants.
  • Contribute to stakeholder engagement and partnerships with organisations working in gender equality, disability inclusion and social inclusion.

Safeguarding

  • Support the implementation of Pacific Australia Skills safeguarding requirements in Vanuatu, ensuring alignment with DFAT and DT Global requirements, including Child Protection (CP), Protection from Sexual Exploitation, Abuse and Harassment (PSEAH), and broader duty of care obligations.
  • Assist in promoting safeguarding awareness across the program using clear, practical, and inclusive approaches
  • Support integration of safeguarding requirements into program activities, ensuring accessibility, inclusion, and safe participation
  • Lead the conducting of safeguarding due diligence and capacity assessments of partners and service providers in Vanuatu.
  • Support safeguarding inductions, training and awareness sessions for Pacific Australia Skills staff, consultants and partners.
  • Maintain accurate, secure, and confidential safeguarding records in relevant systems.
  • Support monitoring of safeguarding risks and implementation of mitigation measures in line with Do No Harm and risk management principles.
  • Assist in identifying and escalating safeguarding risks, concerns, or gaps to the Regional Safeguards Manager

Cross-Cutting Support and Partnership

  • Set up a community of practice (CoP) with inclusive and safeguarding partners’ focal officers in Vanuatu. The CoP will focus on practitioner support, learning, innovation and coordination.
  • Support the Partnership Manager and country team to embed inclusion and safeguarding requirements across all country partnerships, initiatives and activities.
  • Ensure compliance with mandatory inclusion and safeguarding procedures, briefing sessions, and environmental assessment in line with project operational plans and sectoral training measure.
  • Contribute to work planning, activity design, reporting and partner engagement processes.
  • Support coordination with regional Inclusion and Safeguarding teams to ensure alignment with Pacific Australia Skills approaches and standards.
  • Assist with the preparation of reports, case studies and lessons learned relating to inclusion and safeguarding outcomes.

Other Duties

  • Undertake other duties as reasonably directed to support the effective delivery of Pacific Australia Skills.

Selection Criteria

Essential Experience

  • Tertiary qualifications in inclusion, international development, social sciences, community development or another relevant field.
  • Demonstrated experience in a similar role within development programs or donor-funded projects, preferably Australian Government within Vanuatu.
  • Experience supporting the coordination of training, workshops, or capacity building activities.
  • Experience supporting partner engagement, program delivery, or project implementation activities.
  • Demonstrated cultural awareness and ability to work effectively in Vanuatu context with oral communication skills in Bislama.
  • Understanding of and commitment to Social Inclusion, Child Protection, Prevention of Sexual Exploitation,
  • Abuse and Harassment (PSEAH), prevention of human trafficking, environmental protection, anti-corruption and other DFAT safeguarding policies.

Desirable

  • Ability to handle sensitive information with discretion and maintain confidentiality.
  • Proficiency in Microsoft Office applications (Word, Excel, PowerPoint) and document management systems.
