OVERVIEW OF THE FUNCTIONS OF THE POST

1. Background:

UNESCO works to ensure that the most marginalized children, including those who are out-of-school or at risk of dropping out, gain access to quality learning opportunities. These opportunities are crucial for them to acquire relevant skills, build resilience, continue their education, and enhance their overall well-being. Through the Global Partnership for Education- Education Sector Programme Implementation Grant (GPE-ESPIG) programme, it addresses three key components:

  • Access: The program focuses on facilitating safe and equitable access to learning for children and youth in Myanmar.
  • Quality: The program aims to ensure quality teaching and learning experiences for children and youth in Myanmar. This involves strengthening the capacities of education personnel and fostering context-responsive, equity-focused learning resources and modalities that adapt to the evolving situation.
  • System Strengthening: The program places emphasis on strengthening systems, management, coordination, and monitoring related to education in Myanmar.

Through ESPIG programme, UNESCO commits to address the needs for both pre-and in-service teacher education under ESPIG Outcome Area 2: Ensuring quality teaching and learning for children and youths in Myanmar by strengthening the capacities of education staff and fostering context-responsive, equity-focused learning resources and modalities adapted to the evolving situation. In 2022, UNESCO Myanmar launched the Myanmar Teacher platform (MTP) (https://mmteacherplatform.net/en) to provide educators, learners, and other interested parties with access to quality learning materials, videos, and resources in a safe and secure environment. Educators and learners can also enroll free courses and continue their learning for professional development through e-learning and e-library in this evolving context.

Under ESPIG Outcome Area 2 (in-service teacher), UNESCO is committed to promoting teachers’ continuing professional development through various modalities. As a part of ongoing commitment, UNESCO produces a series of blog posts in recent year and the post is being published weekly on Myanmar Teacher Platform (Blogs – Myanmar Teacher Platform). The blog posts are specifically designed for community and volunteer teachers who have little or no formal training, and they are crafted in a bite-sized format, allowing teachers to learn at their own pace and revisit content as needed. These contents focus on core aspects of basic teaching competencies, offering practical insights, strategies, and tips that teachers can easily apply in their classrooms in low resource settings.

In addition to this, they are also beneficial for experienced educators who may have limited access to professional development, offering opportunities to refresh foundational knowledge, reflect on current teaching practices and explore new strategies for classroom engagement.

2. PURPOSE OF THE ASSIGNMENT

The Individual Specialist will develop 55 blog posts that support teacher professional development, especially for community and volunteer teachers. Each post should be story-driven, using real classroom experiences to explain key teaching and learning concepts in a warm, friendly and respectful tone. The content must be drawn upon teaching concept or learning theories, offer practical tips for immediate use, especially in low-resource settings. Moreover, each blog post will have to inspire reflection and professional growth among teachers working in diverse and challenging contexts.

  1. DUTIES AND RESPONSIBILITIES

Supervisory arrangements:

Under the overall authority of the Regional Director of the United Nations Educational Scientific and Cultural Organization (UNESCO) Regional Office in Bangkok, the direct supervision of Head of UNESCO Yangon Antenna, in close collaboration with the Education Sector Program Implementation Grant (ESPIG) teams, the Individual Specialist is to create bite sized blog posts in English language, through performing the following tasks.

Terms of Reference:

  • Conduct a desk review from Myanmar Teacher Competency Standards Framework, draft teacher competency framework for community/volunteer teachers, UNESCO ICT teacher competency standard framework, resources from e-library, existing blog posts and e-learning courses from UNESCO’s Myanmar Teacher Platform to propose suggested blog posts by month/ module/ themes.
  • Reviewing the above documents and MTP, prepare the content mapping with work plan and suggested blog posts by month/ module/ themes.
  • Agreed on the topics with UNESCO, produce a minimum of 55 blog posts (preferably maximum of 500 words for each post) including relevant assessments/ reflection for community/volunteer teachers on a rolling basis. Pictures, diagrams, statistics, and infographics should be added where necessary. Also try to link with existing resources such as e-learning courses and e-library from MTP.
  • Use straightforward language and explain the concepts in a way that is easy to understand. Add clear examples, tips, or strategies and offer realistic and relevant suggestions that teachers can directly implement in low resource settings.
  • In line with UNESCO’s overall gender mainstreaming strategy, ensure the Guidelines on Gender-Neutral Language is applied throughout the work (https://unesdoc.unesco.org/ark:/48223/pf0000377299).
  • Compile a list of tables, figures (including diagram, chart, illustration), photos (including images, cartoons, icons) and other graphic elements from the third party-materials by using a template provided by UNESCO.
  • Secure the intellectual property rights by using the “permission consent form” (provided by UNESCO) to obtain a written authorization from the original source of work when including the third-party materials (see item e) and inform them regarding UNESCO Open Access Policy.
  • Ensure that no plagiarized or self-plagiarized material is published without appropriate acknowledgement of the source.
  • Provide a proper credit or citation to the original work of the third-party materials. For any materials (see item e) created by author, the “Source: author” should be placed underneath aforementioned materials.
  • Avoid including maps (global, regional, country) that could be politically sensitive or that could affect the legal status of any country, territory, city, area, or its authorities, or the delimitation of its frontiers or boundaries. If the map must be used, seeking DPI/PAX clearance is required (refer to a memo).
  • Ensure greater coherence among Education publications, the structure should be following this order; cover, legal page, short summary, blank page, inside title page, foreword, acknowledgements, table of contents and list of figures and tables, executive summary and the content (refer to (1) How to Structure and (2) Foreword/Preface guideline).
  • Ensure that the publication is in full compliance with the international copyrights policy to avoid any illegal consequences as outline in the ‘General Terms and Conditions’ which annexed in this contract.
  • Improve and incorporate suggested changes (if required) and finalize the content mapping with work plan and content of the blog posts until it is considered as satisfactory.
  • Strictly treat the content, confidential and the rights of distribution will reside solely with UNESCO; and
  • Communicate with UNESCO on a regular basis to update on the progress of the assignment.

In line with UNESCO’s overall gender mainstreaming strategy, the individual specialist is expected to integrate a gender perspective in all activities and apply gender analysis and mainstreaming concepts whenever feasible.

Travel:

  • The work of Individual Specialist will be home-based and no travel is anticipated.

TIMETABLE AND DELIVERABLES

Deliverables

All deliverables must be submitted with original, editable files, as well as high-resolution versions of final products (if applicable) to UNESCO. The assigned tasks must be submitted by the following deadlines.

REQUIRED QUALIFICATIONS

Education:

Advanced university degree (Master’s or equivalent) in education, curriculum studies, linguistics, social sciences, or a related field.

Work Experience:

Minimum 5 years of experience including teaching, teacher training or capacity building programme for teachers.

Skills/Competencies:

  • Background in education in developing context or low-resource settings.
  • Proficiency in Microsoft Office including Word, Excel and PowerPoint.
  • Ability to craft story-driven content based on real classroom experiences to illustrate teaching concepts and learning theories.
  • Ability to write clearly, concisely and engagingly in English, using a tone that is warm, professional, and accessible to target audiences.

Languages:

Excellent knowledge of spoken and written English.

DESIRABLE QUALIFICATIONS

Work Experience:

  • Experience in working with the United Nations agencies or other international organizations in related education projects is highly valued.
  • Experience in writing or editing blog content for teachers or professional development.

Skills/Competencies

  • Familiarity with Learning Management System and e-learning tools.
  • Ability to design engaging content integrates adult learning principles with core teaching competencies such as classroom management, lesson planning, and learner engagement.
  • Good practical knowledge and skills in image editing would be an advantage.
  • “Prior experience in managing or supporting digital learning environments, including Learning Management Systems and e-learning tools.
