The Danish Refugee Council (DRC) is one of the world’s leading humanitarian NGOs, working in more than 40 countries to provide appropriate, rights-based assistance to refugees, asylum seekers, internally displaced persons, returnees, and migrants. DRC has been present in Colombia since 2011, but in 2018 it expanded its operations in response to the Venezuelan crisis. Currently, DRC Colombia is implementing a protection-focused humanitarian response for Venezuelan refugees and migrants, as well as returning Colombians. It is currently expanding its activities to include Colombian cities such as Riohacha, Nariño, and Norte de Santander.
GENERAL JOB DESCRIPTION:
The ProLAC Information Management Coordinator will be part of the ProLAC Initiative’s regional team, led by the Danish Refugee Council (DRC) and the Norwegian Refugee Council (NRC). ProLAC is a regional initiative that brings together humanitarian organizations in Latin America to strengthen protection monitoring and analysis through harmonized approaches and tools, generating evidence to inform humanitarian response and strategic advocacy. The Coordinator will lead information management activities, including the collection, correction, analysis, and dissemination of ProLAC data. The Coordinator provides technical support to all ProLAC partners and develops standard operating procedures, workshops, training sessions, and other capacity-building activities for partners in information management and protection analysis. The Coordinator will support the development of analytical products and reports and contribute to the implementation of strategies for collecting high-quality information. Under the supervision of the ProLAC Manager, the Coordinator will coordinate closely with the Analysis Coordinator and the ProLAC Technical Committee to implement the ProLAC strategy.
Responsibilities: Under the supervision of the ProLAC Manager and in close coordination with the Analysis Coordinator and the ProLAC Technical Committee, the Information Management Coordinator will be responsible for the following functions:
- Lead and coordinate ProLAC’s regional information management activities, ensuring the consistent implementation of the initiative’s information management strategy.
- Oversee the collection, validation, cleaning, storage, analysis and dissemination of protection data, ensuring the quality, consistency, reliability and ethical use of the information collected by ProLAC partners.
- Provide ongoing technical support to ProLAC partner organizations on information management, data collection tools, and protection analysis.
- Develop and update Standard Operating Procedures (SOPs), methodological guides, and harmonized information management tools.
- To resolve technical queries from ProLAC partners and support the adaptation of tools according to national and regional contexts.
- Identify capacity gaps and design and implement workshops, training and other capacity-building actions to improve the information systems of ProLAC partners in information management and protection analysis.
- Promote good practices in data collection, quality assurance, analysis and visualization of information.
- Coordinate closely with the Analysis Coordinator to support the development and ensure the quality of data used in analytical products, including reports, infographics, dashboards, and other dissemination products.
- Contribute to the analysis of regional protection trends based on data collected by ProLAC.
- Ensure that information products are timely, clear, and relevant for decision-making, humanitarian response, and strategic advocacy.
- Actively participate in the ProLAC Technical Committee, providing technical input for strategic decision-making.
- In coordination with the analysis coordinator, contribute to the design, implementation, and monitoring of strategies to improve the quality of information collection and the use of evidence in ProLAC.
- Monitor the performance of the ProLAC system and identify opportunities for improvement and innovation.
- Ensure the continuous adaptation of tools and processes to the needs according to the context.
Experience and Technical Skills:
- Minimum 5 years of experience in information management for humanitarian programs, and 2 years related to protection analysis and protection monitoring for humanitarian organizations and/or coordination bodies. Previous experience with DRC is an advantage.
- Solid knowledge and practical experience in applying mixed methods approaches, research methodologies and use of evidence for protection analysis, including participatory methodologies.
- Proven experience in the design of tools and surveys for the collection of quantitative and qualitative data, as well as the supervision of data quality.
- Advanced knowledge of the Protection Analytical Framework (PAF) and practical experience in designing tools for protection monitoring.
- Experience working and coordinating with multiple partners in regional contexts in Latin America.
- Advanced handling of data analysis tools such as DELVE and DEEP.
- Experience in database management and administration, as well as in the development of information visualization products (e.g., dashboards in Power BI or other similar tools).
- Proven experience managing information collection platforms (KoboToolbox, SurveyMonkey, CommCare, ODK or others), including technical support and standardization of their use.
- Demonstrated ability to think critically to analyze complex information, identify protection trends and propose improvements to information management systems.
- Excellent verbal and written communication skills, with the ability to produce clear analytical products.
- Extensive experience in developing and facilitating capacity-building activities for staff of humanitarian organizations.
- Knowledge of the humanitarian context in Latin America.
Education:
Professional degree in Economics, Statistics, Social Sciences, or a related field, preferably with a specialization or master’s degree in Project Management, Political Science, Economics, Statistics, International Cooperation, Humanitarian Assistance, or other related areas.
Languages: Full fluency in Spanish and English is required.
