Founded in 1994, TGH is a French international solidarity association based in Lyon. It designs and implements emergency, rehabilitation, and development programs in the areas of water, hygiene and sanitation, food security and rural development, socio-education, and psychosocial support. TGH is currently active in 10 countries in Africa, Europe, and Asia.

Context

The Central African Republic (CAR) is facing one of the most complex and protracted humanitarian crises in the world. In 2025, more than 2.4 million people, more than half of the population, will be in need of humanitarian assistance. Priority needs include access to food, clean water, sanitation, healthcare, protection (particularly against gender-based violence), education, as well as shelter and basic necessities. These needs continue to grow in a context of persistent instability, where regular armed clashes complicate the delivery of aid and hamper the work of humanitarian organizations on the ground. Since independence in 1960, the CAR has experienced recurring crises, fueled by the structural weakness of the state, ethnic tensions, and chronic political instability. The situation has worsened since 2013 with the rise of intercommunal violence, successive regime changes and the emergence of multiple armed groups, including the Coalition of Patriots for Change (CPC), which gained strength after the disputed presidential elections of December 2020. Although the Central African Armed Forces (FACA), supported by international partners such as MINUSCA, have recaptured part of the territory, the country remains facing a multidimensional crisis of level 3, the highest on the Inter-Agency Standing Committee’s humanitarian emergency scale.

In this already deteriorating national context, the Vakaga prefecture, located in the northeast of the country on the border with Chad and Sudan, is among the most vulnerable areas in the CAR. Classified as level 4 of intersectoral needs severity according to the HNRP 2025, Vakaga combines extreme geographic isolation with political, economic, and social marginalization. The state is weakly represented there, even though efforts to redeploy public services have been underway in recent years, and many civil servants are still based in Ndélé, in the neighboring Bamingui-Bangoran prefecture. Vakaga was also the last of the country’s 16 prefectures to officially welcome its prefect in 2018, several months after his appointment. The lack of state services adds to a highly unstable security context, marked by the active presence of the CPC, Sudanese and Chadian armed groups, and recurring intercommunal tensions. Violent clashes took place in Birao in 2019, causing the displacement of more than 15,000 people and a surge in needs for water, hygiene, sanitation, and food aid. MINUSCA is currently present in Birao to protect civilians, facilitate humanitarian assistance, and support stabilization efforts.

The situation has further deteriorated since the outbreak of war in Sudan in April 2023. The closure of the border, vital for supplying Vakaga, has led to soaring market prices and exacerbated food insecurity. The massive influx of Sudanese refugees and Central African returnees into the region is putting considerable pressure on already limited local resources. According to the UNHCR report of May 9, 2025, the number of Sudanese refugees in Vakaga is estimated at 37,836 people, including 26,556 in the town of Birao (Korsi site).

Furthermore, humanitarian needs in the sectors of nutrition, health, food security (FSS), water, hygiene and sanitation (WASH), protection (including child protection and the fight against GBV) and education are considered critical, reflecting a crisis to emergency situation. Faced with this context, Triangle Génération Humanitaire (TGH), present in Vakaga, is constantly adapting its actions to meet the growing needs of the population, while ensuring the safety of its teams and the continuity of its interventions in an extremely fragile area.

Presentation of the mission

TGH began its work in the CAR in 2007 to support refugees from Darfur in the Vakaga prefecture. To this day, TGH remains one of the only international humanitarian organizations with a continuous presence in this marginalized and remote region. The organization operates in the sectors of Food Security and Livelihoods, Water, Hygiene, Sanitation, and Education, supporting vulnerable local populations and refugees affected by the Sudanese crisis.

In Bangui, TGH has been working since 2014 on behalf of street children and incarcerated minors, through the establishment of mobile antennas and permanent offices to provide the most vulnerable children with access to basic socio-educational and medical services; and participates in the process of family reunification and foster care placement, alongside the supervisory ministry.

The current team is made up of 11 expatriate staff and around 120 national staff, divided between coordination and the operational base (Bangui, Birao).

Later

The Education Project Manager reports to the Vakaga Field Coordinator and works in collaboration with the head of the Education technical unit, based at headquarters.

He/she is based in Birao for the implementation, monitoring, and evaluation of projects. He/she supervises the teams dedicated to the projects. He/she ensures the supervision and management of activities, through the implementation and monitoring of activities, logistics and administration related to the projects, and team management.

He/she assumes the following responsibilities:

Project management

  • Oversee the proper implementation of project activities
  • Update monitoring and planning tools to measure the progress and impact of projects
  • Ensure coordination between the education and WASH components of the project
  • Capitalize on information related to the work carried out according to needs and opportunities
  • Coordinate with NGOs, institutions and partners working in the intervention areas
  • Actively participate in the education and Wash sub-cluster meetings in Birao
  • Implementation of monitoring tools to assess the work carried out by teams on the ground in Vakaga
  • Guarantee the quality and durability of the works carried out in conjunction with local technical services.

Team management

  • Carry out the necessary recruitments
  • Plan, supervise and supervise the work of the team
  • Evaluate the work of each team member
  • Strengthen the capacities of each team member according to assessed needs
  • Ensure good coordination and internal communication, in particular by holding regular meetings with the team
  • Provide feedback to the field coordinator and, where appropriate, to the country director on the issues and problems raised by his team
  • Ensure conflict resolution within the team and keep the field coordinator informed

Logistics and administrative management

  • Plan and carry out purchases in conjunction with the logistics departments (Birao and Bangui) according to the needs of the different projects
  • Actively participate in monitoring project budgets and expenditure forecasts, in conjunction with the administrative department
  • Carry out budget monitoring of projects in conjunction with the Admin/Fin/HR department

Participation in the coordination of the mission

  • Participate in internal coordination meetings
  • Write internal reports on time
  • Communicate with the field coordinator, the Country Director and the head of the technical unit on the progress of projects, problems encountered, risks assessed, etc. and propose solutions
  • Exchange as much as necessary with Central African and expatriate colleagues on the progress of projects, planned interventions, contacts made with local authorities, etc.

Reporting / monitoring

  • Update and distribute internal project monitoring tools
  • Participate in the drafting of activity reports for donors
  • Participate in the drafting of project proposals

Security

  • Ensure that safety instructions are applied on the base and by teams deployed in the field
  • Participate in the collection and analysis of security information, in conjunction with the Vakaga Field Coordinator and the program coordinator.

These responsibilities may be reviewed depending on changes in needs on the ground.

Safety, working and living conditions

Strict compliance with security regulations is enforced, including curfews, movement monitoring, and regular reviews based on evolving circumstances. Travel outside Birao or major cities is permitted only with dedicated vehicles, after approval by the Country Director or Field Coordinator. In Birao, TGH provides a secure 3,600 m² compound including two guesthouses, offices, warehouses, and a borehole for water supply. Power and internet access are provided by a generator during the day, supplemented by solar batteries during the evenings and weekends.

Profile

  • Have at least a BAC + 3 in Social Sciences, Civil Engineering, Hydraulics or any other equivalent diploma
  • Good knowledge of the humanitarian environment (NGOs, IO, EU, UNICEF, etc.)
  • At least 2 years of experience as a project manager
  • Experience working in partnership
  • Experience in implementing educational activities
  • Experience in the supervision and construction of school buildings, hydraulic and sanitation works in schools
  • Proficiency in computer tools (Excel, Word, etc.)
  • Ability to implement and deliver training
  • Good writing skills in French
  • Ability and motivation to live and work in a team
  • Ability to live in an unstable security context
  • Ability to work remotely
