Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. Context:

International Consultancy to provide expertise to revise and support the development of the Migration Strategy, ensuring alignment with EU Acquis.

Category B Consultancy

Background of the activity:

The IOM and UNHCR missions in Armenia are implementing the project “Enhancing Policy Framework and Capacity for Effective Migration and Asylum Management in Armenia”. This two-and-a-half-year project is co-funded by the European Union (EU) and aims to contribute to more effective and accountable service delivery that is based on the principles of good governance and respect of rule of law in the areas of migration, asylum, and human rights. Specifically, it will support the enhancement of asylum and migration governance in Armenia to foster well-managed and secure cross-border mobility and continue strengthening migration and asylum systems in Armenia.

Since 2025, IOM has been supporting the Government of Armenia in the development of a comprehensive Migration and Asylum Strategy aimed at strengthening migration governance and ensuring a coordinated, evidence-based, and strategic approach to migration management. To this end, IOM has engaged a consultancy company to lead the drafting process of the strategy. This company drafted various reports and drafted in September 2026 the first comprehensive draft of the Migration and Asylum Strategy. The consultant will provide technical guidance to both IOM, the consultancy company responsible for drafting the strategy and the Government in the next steps to aim at finalising the strategy by the end of 2026. The consultant will advise on the overall structure and strategic framework of the document, ensuring its coherence and alignment with relevant EU acquis, international standards, and good practices in migration governance. The consultant is also expected to support consultations to ensure feedback is incorporated from the various internal and external stakeholders which will be convene from Armenia and abroad.

Core Functions / Responsibilities:
Under overall supervision of the Head of Office in IOM Armenia, and the direct supervision of the Programme Officer, and in close coordination with the Migration and Citizenship Service, the consultant will be expected to support the revision of the Migration and Asylum strategy, reflecting on the document regarding the alignment with EU Acquis and best practices.

Category B Consultant is hired to provide the following tasks and deliverables:

  1. Conduct a Comprehensive Document Review

Familiarize with the reports on Migration and Asylum, visa and residence and citizenship and read the draft Migration and Asylum Strategy of Armenia, including background materials, strategic plans, action plans, policy documents, and related national and EU frameworks.

Review and provide recommendations on the structure of the Migration Strategy to ensure coherence, logical sequencing, and alignment with relevant EU standards and good practices.

  1. Stakeholder Consultations (online)
    • Hold interviews with key government counterparts, implementing partners upon request.
    • Collect insights on strategic alignment, gaps, and improvement areas.
  2. Assessment of the Strategy’s Relevance and Coherence
    • Evaluate strategic objectives, expected outcomes, and indicators.
  3. Gap Analysis & Benchmarking
    • Benchmark Armenia’s Migration Strategy against international models and successful country cases.
    • Identify missed elements, outdated components, overlaps, and areas needing modernization.
  4. Development of Recommendations
    • Propose strategic, policy, and operational improvements.
    • Provide prioritized, actionable recommendations for short-, medium-, and long-term implementation.

The consultant is required to provide one report containing the following elements:

  1. Inception Report
    • Methodology, workplan, stakeholder list, and analytical framework.
    • Synthesized review of all strategic documents, policies, and frameworks.
    • Key findings from interviews, thematic summaries, and consultation analysis.
    • Comprehensive review of the Migration Strategy’s relevance, coherence, and implementation status.
    • Evidence-based comparison with relevant international models and identification of improvement areas.
    • Recommendations on the gaps identified to support IOM’s team in identifying internal resources within IOM to support the consultations.
  2. Assessment Report

Draft Final Report with Recommendations

  • Consolidated findings, strategic proposals, and actionable roadmap.

DELIVERABLE

  • Familiarize with the various reports and draft Migration and Asylum Strategy of Armenia and related policy, legal, and strategic documents.
  • Review and assess the overall structure and logical framework of the Migration Strategy, providing recommendations to ensure alignment with EU Aquis, international standards, and migration governance best practices.
  • Conduct a gap analysis and benchmarking exercise against relevant EU approaches and international frameworks.
  • Conduct online consultations with relevant Armenian government stakeholders, the contracted consultancy company, and the IOM team to gather feedback and discuss proposed revisions.
  • Prepare and provide technical comments, guidance notes, and recommendations to support the refinement of the Migration Strategy.
  • Participate (or moderate if needed) two sets of consultations with the Government of Armenia, IOM and external stakeholders.
  • Submit a final set of recommendations and a revised strategy review package, including proposed amendments to strengthen the Strategy’s structure, content, and alignment with EU and international standards.
  • Ensure follow-up support and revision of newly submitted versions of the Strategy until the end of the consultancy.

Performance indicators for the evaluation of results

The Consultant Evaluation will be carried out based on the following indicators:

  • Understanding the scope of the assignment.
  • Professional competence and mastery of the subject matter of the consultancy.
  • Written and verbal communication skills, including report writing.
  • Delivering results consistent with the agreed Terms of Reference.
  • Accurately judging the amount of time and resources needed to accomplish a task.
  • Identifying key issues and proposing solutions, e.g. offering different options to solve problems to meet clients’ needs.
  • Upholding and demonstrating IOM values and core competencies in the daily consultancy activities.

Required Qualifications and Experience

Education

  • Masters degree in international relations, law, security, migration, social studies or related subject matter.

Experience

  • At least 5 years of relevant professional experience related to migration;
  • Proven experience in reviewing and interpreting regulatory frameworks following EU acquis;
  • Experience in working with public administration and governmental institutions;
  • Familiarity with international standards related to migration;
  • Experience in working with international organizations will be considered an advantage;
  • Ability to provide clear guidance and recommendations.

Languages

Fluency in English is required (oral and written).

Other

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
