I. CONTEXTE

An Ebola outbreak, caused by the Bundibugyo virus, was declared on May 18, 2026, in Ituri province (DRC). Since then, the situation has evolved rapidly and spread to neighboring areas. MSF has implemented an emergency response to support health authorities and affected communities.

Given the evolving situation, this response is likely to be long-term. MSF is therefore preparing for a prolonged intervention, structured around several phases of deployment. To guarantee operational safety and adherence to MSF standards, all staff are required to comply with the organization’s code of conduct, as well as the specific procedures related to Ebola response.

OCBA, OCB, and OCG source their supplies locally in Bunia, an unstable, limited market shared with numerous other NGOs competing for the same suppliers. Bunia is also the main supply hub for projects run by other community organizations.

II. JOB PURPOSE

The Intersectional Procurement Manager (IPM) defines and implements the procurement strategy for the procurement categories identified as priorities, in order to meet the common needs of the emergency activities of the operational centers (OCs) present in Bunia.

The objective of this position is to enhance the availability and quality of goods and services, improve risk management, and pool procurement efforts to generate savings without compromising quality. It also aims to simplify the management of overlapping purchasing categories and avoid competition between operational centers.

The position also aims to ensure a coherent and harmonized approach to procurement within the MSF movement, through the alignment of methodologies, practices, tools and purchasing processes, in compliance with MSF protocols, standards and procedures as well as local regulations, in order to strengthen the capacity of operational centers to respond effectively to operational needs.

For this specific position, the incumbent will be responsible for coordinating “source to contract” activities for local procurement for the three OCs, with an emphasis on market assessment and contract negotiation with suppliers to ensure product prices and availability.

III. KEY RESPONSIBILITIES

Areas of intervention required and specific objectives:

  1. Managing strategic inter-organizational procurement in an emergency context

• Identify and prioritize the main categories of purchases made on a recurring basis by OCBA, OCB and OCG in Bunia.

• Conduct a rapid market assessment: supplier identification, qualification, legal and administrative verification, price validation – drawing on information already available within the framework of the national program,

• Negotiate and sign intersectoral framework agreements / local contracts for these categories, validated by the operational/technical coordinators of OCBA, OCB and OCG.

• Consolidate the confirmed needs and projections based on scenarios (and not on historical forecasts) of the three OCs.

• Maintain an up-to-date list of suppliers indicating their compliance status and validated prices, shared between the three OCs.

2. Manage a functional network for intersectional purchasing

• Organize regular stakeholder meetings and report regularly to the Supply Emergency Steering Committee and the GPU.

• Brief new purchasing/supply focal points and respond to other ad hoc briefing requests.

• Ensure that the finance departments receive their copies of the contracts and are informed to verify if the prices charged are in accordance with the agreed prices.

• Ensure that products subject to VAT are listed in collaboration with the BIP (Protocol Office) and that the application of VAT exemption is increased.

• Ensure consistency between the contractual terms of suppliers and the documents required for the application of the VAT exemption.

• Network with other organizations – e.g., Log Cluster and other platforms.

• Coordinate work with the Purchasing Managers (PMs) of the OCs to avoid overlaps and competition in the same activities. The IPM will focus on the agreed shared categories, while the PMs will focus on the priorities specific to each OC, while collaborating closely on operational needs.

• Ensure the appropriate involvement of key stakeholders, including technical experts for the validation of sources and articles, to guarantee successful implementation of the purchasing strategy.

• Communicate in a timely manner regarding problems, opportunities, or any important updates related to intersection purchasing activity.

• Provide technical support and guidance to OC staff to contribute to the development of best practices and capabilities in procurement.

Outside the perimeter:

• Technical validation of sources for logistics and medical articles requiring such validation.

• Place orders with purchasing centers.

• Transactional activities such as order placement, goods receipt and invoicing remain the responsibility of each OC.

• Market assessment outside of Bunia.

IV. EXPECTED RESULTS

• Signing cross-sector contracts for these categories, and not just a list of suppliers.

• List of suppliers with compliance verification and validated prices, shared between OCBA, OCB and OCG.

• Consolidated overview of confirmed needs versus scenario-based projections.
