Head of Mission – Burkina Faso

The Head of Mission represents INTERSOS in the country and acts on behalf of the Executive Director, leading the organization’s response at the national level under the supervision of the Sub-Regional Director, including participation in strategy design, resource planning, program management and implementation.

Strategy and vision
- Lead INTERSOS’s multi-year strategy in Burkina Faso, in close collaboration with the Sub-Regional Director, to ensure the relevance of interventions in the face of evolving humanitarian needs. In this capacity, the Head of Mission ensures that the planning and commitment of resources (human, financial, and logistical) are strictly aligned with the validation thresholds and governance standards defined by the Sub-Regional Directorate.
- Monitor and analyze the political and humanitarian situation in Burkina Faso, alerting the Sub-Regional Director to local dynamics that could impact the regional strategy. Identify potential areas for intervention, particularly in border regions.
- To actively contribute to the development of the sub-regional strategy and ensure its operational implementation at the national level, while ensuring the relevance of interventions.
- Exploring and presenting funding opportunities that incorporate initiatives and leverage impact for communities; supporting and guiding fundraising activities with institutional and private donors.
- Follow the priorities and intervention strategies of donors in the country. Ensure strict compliance with and adherence to INTERSOS and donor procedures.
- To have an overview of the development and implementation of projects and programs and, through periodic visits to intervention areas, to assess their progress and quality in accordance with internal and external standards and requirements, the final results and achievements in order to ensure that the organization’s technical and ethical standards are respected and that objectives are met.
- Assess potential emergency interventions in the country and guide the development of additional programs based on the results of the review and evaluation. Project proposals and emergency interventions must be submitted to central administration for approval.
- Lead the detailed country strategy planning process and prioritize actions and resources to achieve program objectives.
Representation and advocacy
- Represent the organization and manage relations with the authorities, ensure the smooth and timely implementation of planned interventions and preserve impartiality and independence.
- Ensure and control the government recognition procedures of the organization in compliance with the formalities of the host country.
- Maintain productive communication with donors and ensure that assessed needs are communicated in order to impact donor priorities.
- Represent INTERSOS in the relevant forums.
Personnel management
- Ensure that the SMT team is effective, supports each other, and participates sufficiently in key decision-making processes.
- In coordination with the human resources coordinator or the HR manager in their absence, guide and supervise the performance process of international and national staff.
- Ensure compliance with organizational values, the Code of Ethics, the organization’s management and control model and INTERSOS procedures.
- Maintain high ethical standards, promote teamwork and ensure a productive work environment.
- Empower staff to achieve organizational goals and to work as a highly functional and cooperative team.
- Ensure personnel management by ensuring strict application of procedures, in order to guarantee impartiality and avoid any local conflict of interest.
Finance, logistics and supply
- In collaboration with the financial coordinator, supervise the overall financial management of the mission, striving to ensure financial viability and assume responsibility for managing the mission’s funds (NGO budget).
- Ensure that allocated resources are managed efficiently and transparently.
- In collaboration with the logistics and supply coordinator, ensure that the required and efficient supply services and processes are in place.
Safety and security
- Assuming ultimate responsibility for security in close coordination with the sub-regional director, including the development and validation of the country security plan and ensuring compliance with procedures, monitoring the development of context, analysis and formulation of recommendations.
- Interact regularly with the Sub-Regional Director and the Security Advisor on security issues.
- To assume final responsibility for all decisions concerning security in the country.
- Actively participate in sub-regional crisis cells and coordinate cross-border risk analysis with the Sub-Regional Director
Accountability and quality control
- In collaboration with the SMT, he is responsible for the production and presentation of the mission’s monthly activity reports.
- Evaluate, analyze and continuously assess the impact of the program and country operations, also through periodic visits to intervention areas, in collaboration with the program coordinator and MEAL.
- Ensure that all INTERSOS safeguarding framework policies are respected by staff.
- In collaboration with the MEAL department, oversee the effectiveness of a complaints feedback mechanism.
- Oversee the quality and impact of the program in accordance with established strategic objectives and related indicators.
- Oversee program reporting, ensuring compliance with INTERSOS policies and procedures, donor regulations and national requirements.
Requirements
Education
- University degree in project management, international affairs, development, international political economy or another relevant field
Professional experience
- Eight (8) years of experience in management positions in humanitarian contexts
- Experience as an expatriate staff member is an asset.
Professional requirements
- Experience with NGOs in developing countries
- Experience with major grants and international donors
- Experience working in an unsecured environment with responsibility for security planning, monitoring, and management
- Essential computer skills (Word, Excel and Internet)
