Acted Côte d’Ivoire
Acted implements its interventions in Burkina Faso and Côte d’Ivoire within the framework of its 3ZERO approach – Zero Exclusion, Zero Carbon, Zero Poverty – which links humanitarian, development, and climate resilience issues. In Burkina Faso, Acted’s actions primarily address the needs of populations affected by the crisis. In Côte d’Ivoire, the focus is on the transition to sustainable and inclusive local development. In both countries, Acted is committed to strengthening community resilience through integrated approaches that combine humanitarian response, climate change adaptation, and economic empowerment, in partnership with local authorities, civil society, and the private sector.
Bi-country financial management demands strong adaptability, coordination skills, and rigor to ensure compliance, reliability, and transparency of operations in contrasting environments. The Country Finance Officer provides technical support to the finance teams in Burkina Faso and Côte d’Ivoire, ensuring the application of ACTED procedures and the quality of financial reporting. They also provide limited support for Budget Follow-Up and compliance monitoring for the IMPACT Initiatives team based in Cotonou, Benin. This key position requires autonomy, analytical skills, and excellent command of financial tools within a multi-donor and multi-country framework.
Main role and responsibilities
Under the supervision of the Country Director, the Country Finance Officer (CFO) will be responsible for financial management in both countries. The CFO ensures compliance with national legislation and that Acted’s financial standards are applied in terms of accounting, financial control systems, and internal/external reporting processes to ensure the efficient use of resources. The senior Country Finance Officer provides technical support and skills development to the country administration and finance staff. The CFO will alert the Country Director and the Finance Director at headquarters in the event of any major issues that could have a potential financial impact on the mission.
- Accounting and cash management

Qualifications and skills required
- Advanced degree (Master’s/Bac+5) in finance, auditing, business management, or equivalent
- 3–4 years minimum professional experience
- Excellent financial and analytical skills
- Excellent communication and writing skills to effectively report on the financial performance of programs
- Ability to provide technical support to teams and demonstrate leadership
- Ability to assess the financial skills of teams and to train them
- Excellent French and English skills required.
- Strong analytical skills, strategic thinking, rigor and attention to detail.
- Autonomy, dynamism, a sense of initiative and the ability to work independently while collaborating effectively with multicultural teams.
- Demonstrated ability to work under pressure, manage multiple priorities, meet strict deadlines, and produce high-quality deliverables.
- Essential international professional experience; knowledge of the Sahel and/or West Africa highly valued.
Conditions
- Salary defined by the Acted salary scale according to the level of education, expertise, security level and level of experience: between €1500 and €1700 net per month (before income tax)
- Monthly living expenses allowance $300
- Guesthouse accommodation and meals provided by Acted
- Social security, supplementary health insurance (MSH) and repatriation assistance (SOS International) are covered by Acted.
- Transportation to the mission and return ticket fully covered every 6 months (to the address specified on the employment contract)
