Humanitarian needs are mostly among the migrants and refugees as well as population affected by the storm Daniel, i.e. Derna City and its surrounding (rural villages in the Green Mountains area, considered as a food basket for the Country). Lack of access to basic services for most of the population is mainly related to the political instability undermining the Country. Situation is aggravated in southern and eastern Libya that were already marginalized during Muammar Gaddafi’s forty-two years in power. Libya is as well prone to climate change impact either in north-eastern (heavy rainfall) and southern Libya (increased and more severe sand and dust storms, droughts and increased temperatures).
ACF implements two programs in support to access to healthcare and agriculture in the South (Sebha). These programs will end in 2024 and 2025. The activities are remotely managed from Tunis, with regular access to Libya (Tripoli and Bengazi). In a context where donors are scaling down, ACF is one of the few remaining INGO with access to Libya. The objective of the role will be to identify a scaling down strategy for 2025.

Mission :

Mission 1: Develop and enhance relationships between the mission and donors’ representatives, civil society, private sector, government agencies and other organizations, acknowledging diversity as an asset of the humanitarian community, so that ACF can maximize its impact.
Mission 2: Lead the implementation of the Country Strategy.
Mission 3: Oversee mission’s programming to ensure the effective and efficient design, implementation and evaluation of ACF’s programs and projects.
Mission 4: Oversee the management and development of mission’s human resources and create a shared vision, among all staff, of ACF’s values and program’s aims and their role in achieving these.
Mission 5: Be responsible for the security management of staff, operations, assets and direct country-specific response to security threats and incidents, up to and including management of evacuation.

Profile :

You are a former FieldCo with an apetite for growing into the organisation.
An experience with ACF will be preferred.
You are a good negotiator.
You have an interest for a challenging environment.
You are fluent in Arabic and English.

Conditions d’emploi

Fixed term contract under French legislation: 15 months
Monthly gross salary from 3572 to 4128euros (including a 13th month) upon experience
Reimbursement of the pension insurance for non-French citizens: 16% of the gross monthly salary
Annual salary increase: 6% increase after and each 12 months of continuous contract
Monthly per diem and living allowance: 530euros net, field paid
Monthly country allowance: 450euros
Child allowance: 1500euros per year per child present in the country of origin (maximum 6000euros/year)
Coverage of transportation and accomodation
Medical coverage: ACF covers 100% of the social security, health insurance, and repatriation insurance agreement fees
Salary sustainment measures (sickness, paternity, maternity)
Leaves and RnR: 25 days of paid leaves per year, 20 RnR per year, airfare reimbursement with a ceiling to get to the chosen break destination, and 215 euros for each RnR period
