Mission :

Your role will be to :
Lead on optimization of grants management processes : Support Deputy Country Director (DCD) Programs in collating information for proposal development, donor information requests, coordinating inputs from relevant programs and operations staff, Coordinate the tasks and responsibilities within the Grants department, Update the mission follow-up tools and share them with the coordination team, Provide capacity building on report writing, proposal writing, and donor guidelines/ regulations to appropriate staff, Initiate and follow up on monthly processes and grant-cycle-specific processes, Support the MEAL teams in capitalizing on learning from report outcomes, Ensure information sharing on Grants information with HQ, Organize and lead in grants kick off meetings, review and close-out meetings and provide advisory assistance to program staff during project cycle, Support closeout of awards, including preparation of final inventories and property disposition
Ensure compliance with donor guidelines and regulations : Ensure that ACF Afghanistan complies with donor regulations concerning grants management and reporting, Be the focal point for questions related to donor regulations and for discussions with donors and IDRU on ongoing programs, Develop and maintain an in-depth understanding of grants, donor compliance, and budget conditions and status; serving as a knowledge resource on assigned donors and escalating questions where needed, Coordinate responses to requests for information from donors, Develop compliance fact sheets/briefing orientation to programs and supports as appropriate, Provide capacity building to staff on donor compliance guidelines, in collaboration with support HoDs, Coordinate with DCD Operations and Programs, regular review, with project teams and HQ, of contract delivery and performance against indicators and report the progress, Maintain grants filing system for all IMC grants at Country Office level and in shared drive
Ensure effective coordination of program development processes : Build the fundraising strategy of the Country Mission by assessing the existing in-country sources of funding and donors’ strategies, Support the DCD on program development and strategic issues, Act as the focal point for the HQ on all matters related to grant-related documents, Develop and update tools for planning proposal processes, Support exploratory missions

You will visit and work in remote and low-resource environments.

Profile :

You hold a Bachelor degree in humanitarian aid, international relations, or related fields with a significant field experience in humanitarian programmes and/or within international NGOs, and ideally an experience working in a consortium structure.You are flexible and able to work independently under pressure with tight deadlines. You can also adapt quickly to fast pace complex dynamics.You have successfully written and reported for a variety of donors and you have strong analytical skills and logical thinking, with an attention to details. You have good knowledge of donor guidelines and regulations (ECHO, EU, FCDO, OCHA, UNDP/UNICEF, USAID/BHA, SIDA, Country Based pool funds and private foundations).You have good knowledge in at least one of the following cross-cutting issues: Gender (Gender analysis), Conflict sensitivity, and Partnership management. Ideally, you know key program areas (nutrition, health, mental health care practices – gender-protection, WASH, food security, livelihoods, DRR).You are particularly good at communicating, with excellent English writing skills.You are diplomatic, with also a firm approach to obtain buy-in and contributions from a range of staff involved in proposal and report production. You are pragmatic and results-oriented, creative and out-of-the-box thinker.

Conditions d’emploi
For international candidates:
Fixed term contract under French legislation: 12 months
Monthly gross salary from 2597 to 2968 euros upon experience
Reimbursement of the pension insurance for non-French citizens: 16% of the gross monthly salary
Monthly per diem and living allowance: 645euros net, field paid
Monthly country allowance: 450euros
Child allowance: 1500euros per year per child present in the country of origin (maximum 6000euros/year)
Transportation and accommodation: Coverage of transportation costs and guest house
Medical coverage: ACF covers 100% of the social security, health insurance, and repatriation insurance agreement fees.
Salary sustainment measures
Leaves and RnR: 25 days of paid leaves per year, 20 RnR per year, airfare reimbursement with a ceiling to get to the chosen break destination, and 215 euros for each RnR period
Accompaniment and trainings

For national candidates:
Fixed term contract: 12 months
Monthly basic salary: 177840 AFN
Monthly allowances: 7930 AFN
