Area Manager At Norwegian Refugee Council

Job Purpose

Reporting to the Country Director, the Area Manager has the overall responsibility for their designated area and ensures that NRC´s programme and operations in the area develops in line with NRC’s mission, policies, and country specific strategies. This position will also ensure high quality and cost-effective programme/project implementation within the designated geographical area in Libya.

What you will do:

Generic responsibilities:

  • Member of the Country Management Group (CMG).
  • Provide area specific input on Core Competency (CC) strategies, Country Strategy and Plan of Action.
  • Organise grants opening and closure meetings at Area Level.
  • Implementation of projects (including area master support budget and coordinating input for donor proposals and reports) in the area.
  • Assess needs, develop, and implement response plans with a focus on hard-to-reach areas including cash-based interventions and market-based programmes
  • Ensure optimal use of resources within the allocated project budgets and CC strategies
  • Overall responsibility of managing Libya Area office and sub offices and represent NRC at area level with local stakeholders and national and international NGOs.
  • Lead the senior Area Management Team (AMT) and cultivate a robust workplace culture.
  • Responsible for staff security in the Area, including supporting security risk assessments for possible new areas of intervention.
  • Lead the development and implementation of the area level strategy to respond to emerging humanitarian needs and strengthen NRC’s position to support durable solutions for affected communities in Libya.
  • Facilitate strong coordination and regular flow of information between the areas of operations as well as with the NRC Libya Country Office.
  • Oversee programme and operational meetings and ensure work plans are developed to meet targets and donor commitments.
  • Lead on performance management of direct reports and provide constructive feedback on areas of improvement
  • Roll out capacity building plan for staff in the Area Office, ensuring access to learning initiatives and trainings with a strong focus staff development, care, and retention.
  • Contextualize, adapt, and implement SOPs and procedures to ensure effective provision of assistance to hard-to-reach areas including through remote management as required
  • Support the development of assessment, concept notes, project proposals, and budget development for scale-up and post emergency activities.
  • Ensure NRC’s data collection systems are in place and information is properly stored and analyzed.
  • Actively promote PSEA (Protection from Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC.
  • Promote the rights of IDPs/returnees and refugees in line with the advocacy strategy
    Specific responsibilities

Professional Competencies and Qualifications Required

These are skills, knowledge and experience that are important for effective performance

  • Bachelor degree in a related field
  • Minimum 3 years of experience from working as a Senior Project Manager in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts preferably the Libyan context.
  • Experience in implementing and managing cash-based interventions and market-based programmes
  • Experience with remote management and delivering assistance in hard to reach areas
  • Experience in change management and implementing policies and procedures
  • Experience with capacity building of staff to take on senior leadership positions
  • Knowledge about own leadership skills/profile with documented results related to the position’s responsibilities
  • Fluency in English, both written and verbal

Additional Information:

Duty Station: Tripoli, Libya

Travel: 30% to NRC Libya areas of operation

Duration of contract: 12 months extendable based on funding, performance, and the need for the position

Grade 10 in NRC’s grading structure

Reporting line: Country Director

Provides supervision to: Area Programme Manager, Area Support Coordinators, Area HSS
