Organizational Setting and Work Relationships

The Assistant Emergency Preparedness Officer contributes to UNHCR’s work in emergency preparedness and response. The incumbent supports the operations and the Regional Bureaux to prepare for emergencies. S/he contributes to the global crisis horizon scanning by the section, as well as to emergency risk analysis, capacity building initiatives on emergency preparedness and contingency planning development. S/he supports the innovation and development of emergency preparedness guidance, tools and resources.

The Assistant Emergency Preparedness Officer reports to a professional staff at a higher grade. The incumbent covers emergency preparedness as a thematic area and also works with other stakeholders to provide support to emergency preparedness, planning and capacity development.

Duties

Provide support to country operations and Regional Bureaux on emergency preparedness and response, providing technical advice and support in context analysis and reporting, and in developing contingency plans for identified priority high-risk situations.
Provide emergency management support including meetings, reporting, preparation of updates and analyses.
Monitor and assess preparedness levels in field operations.
Provide support with risk analysis and horizon scans for potential new and escalating emergencies relevant to UNHCR and produce emergency outlooks and reports.
Liaise with relevant internal and external stakeholders to determine the most appropriate analysis and preparedness strategy and products to assist in organizational and country-level preparedness.
Contribute to the development of new approaches for emergency risk analysis.
Contribute to the development and the innovation of UNHCR’s early warning and preparedness platforms and tools.
Contribute to open-source monitoring of situations of concern and emerging risks.
Attend regional meetings on emergency preparedness and response, contributing to the Division of Emergency, Security and Supply (DESS) and Regional Bureaux discussions on risk detection and analysis, while reviewing risks submitted by operations.
Ensure that UNHCR’s Global Strategic Priorities and commitments on protection, accountability and Age, Gender and Diversity are reflected in the relevant preparedness methodologies and situational analyses.
Support in developing innovative approaches to standardized training.
Undertake short missions relating to preparedness, training and capacity building.
Support the administrative and logistical arrangements related to the eCentre’s events, monitor the budget and prepare regular financial reports on project expenditures.
Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making is risk-based in the functional area of work. Raise awareness of risks, issues and concerns to a supervisor or to relevant functional colleague(s).

Desired Candidate Profile
The Assistant Emergency Preparedness Officer (NOA) must demonstrate a solid experience in emergency preparedness and response; coordination and liaison skills with externals stakeholders; and excellent presentation skills. In addition, the incumbent will need to have knowledge on internal control (procedures, policies, and guidance), resource management and data analysis. S/he must have a good understanding of Cloud ERP systems. S/he will provide administrative support and logistical assistance which respectively include all workshop related arrangements, service procurements, payments of service providers, identification of needs, support in purchasing of items and services required to ensure that routine services and activities within the administrative and logistical domains are properly implemented. The nature of certain administrative tasks requires discretion and confidentiality as per UNHCR standards and practices. S/he should have solid functional competencies, a great sense of initiative, team spirit and strong interpersonal skills. The incumbent will be responsible for regularly updating the eCentre’s webpage; and managing communication with externals. The incumbent must be able to communicate clearly and effectively, both orally and in writing in English. Previous experience with the UN and UNHCR is an advantage. Field experience is an asset.

Operational Context
The UNHCR Regional Centre for Emergency Preparedness (eCentre) was founded in Tokyo in 2000 through a grant from the Trust Fund for Human Security by the Japanese government. The eCentre is based at UNHCR Regional Bureau for Asia and the Pacific and sits in the External Engagement and Partnership Service Pillar.
Its focus is to strengthen the operational capacity of UNHCR partners and other actors in emergency preparedness and response, protection, safety and security and to foster interagency collaboration in the context of humanitarian emergencies.
As this is a regional role, the incumbent is expected to liaise with various stakeholders, contribute to discussions on capacity building needs and proposals, reporting, and administration and logistics for workshops. The incumbent will also be working on developing/strengthening new partnerships and will contribute to the engagement with different regional actors. Travel on support missions in the region may be required.
