Program Officer, Thailand & Mekong At Tara Climate Ltd

Tara Climate plays three main roles in the region: (1) constantly developing and assessing strategy, (2) providing grants to a diverse group of partners in the region, and (3) convening partners within and across borders. Head officed in Singapore, our team of over 40 experts are located in more than 10 countries in the Asia Pacific region. In the next 3 years, we are looking to double our funding and grantmaking to combat climate change in this decisive decade.

In Thailand, Tara works with diverse partners and still growing on research and technical analysis, finance, corporate and business, communications, policy, capacity building, and organizational development.

The Program Officer, Thailand and Mekong will work with Tara’s Program Lead, Thailand and Mekong to strategize with and make grants to support think tanks, civil society organisations, corporates, financial actors, and other relevant stakeholders to help accelerate Thailand’s energy transition.

The key responsibilities of the Program Officer are to:

Strategy:

  • Support the Program Lead, Thailand and Mekong to develop and deliver grant-making strategy for the Thailand and Mekong program in consultation with partners.
  • Monitor Thailand’s energy policy and the economic environment and provide strategic insights and expert analysis to the Tara Program Team and partners.

Partnership and networking:

  • Maintain close working relationships with existing Tara partners in Thailand, and work to develop the field of available partners in the country, particularly working with business and corporate stakeholders.
  • Work to ensure that Tara grantees coordinate their efforts well and can work collaboratively to seek the best possible outcomes.
  • Support and implement network strengthening and organizational development strategies with Tara partners, and contribute towards expanding and maintaining a solid ecosystem across key energy transition stakeholders in the country.

Grant management:

  • Manage grant partnerships throughout the whole project cycle: appraisal, proposal development, monitoring of implementation, evaluation, and exits.
  • Guide and advise grantees, partners, and prospective partners on developing strategies and grant proposals and ensure that implementation will deliver the desired outcomes.
  • Assist with monitoring and evaluating the program, reporting to funders, and ensuring that learning strengthens program quality;

Skills & Experience:

  • A good understanding of Thailand’s policy process and demonstrated policy analysis skills.
  • At least 7 years’ experience working on climate change and energy transition – this may be from working on sustainability issues in business; or in civil society organizations, or donor agencies, or within government.
  • Demonstrated ability to develop strong program plans, including the ability to identify tangible outcomes with partners, set priorities, plan interventions, and evaluate progress.
  • Experience in the fields of business or social enterprise strategy and networking is an advantage.
  • Strong networking skills that enable effective collaboration with a diverse group of partners.
  • Strong team-working skills, including the ability to work flexibly at a fast pace in remote settings with a diverse multicultural team across time-zones.
  • Excellent written and verbal communication skills in both English and Thai, including ability to write and review strategic analysis documents, funding proposals, and reports.
  • A good understanding of grants management and the ability to engage constructively with civil society partners to ensure contractual outputs are achieved.
  • Reliable computer skills with standard applications (e.g., Microsoft Outlook, Excel, PowerPoint, Word, etc.)
  • Ability to travel nationally and internationally as and when required

Education

  • A master’s degree qualification (or equivalent experience and expertise) in a relevant field such as renewable energy, environmental management, business administration, economics, or sustainable development.

Location requirements

  • The candidate must be based in Thailand and be a citizen of Thailand or have long-term residency status with legal permit to reside and work in the country.
