Assistant Project Manager in Construction (Flex) At Doctors Without Borders in Switzerland

Context & Mission

Médecins Sans Frontières is an independent international medical and humanitarian organization that provides care to people in need, those affected by natural or man-made disasters, and victims of armed conflict, without discrimination and regardless of race , religion, beliefs or political affiliation (MSF Charter).

MSF constantly manages several construction projects simultaneously. During the initial phases of these projects, operations need technical support for construction project management, and possibly temporary support for other activities (study, design, etc.)

The Assistant Project Manager (AMO) provides support to a portfolio of construction or renovation projects, during the initial stages of the project cycle. Based in Geneva, the project portfolio covers all the countries where MSF Switzerland is present. He/she assists the missions and operational units in their role as project manager:

  • Help clarify/define needs in the form of medico-operational specifications,
  • Translate this into architectural planning taking into account cost, quality and deadline components,
  • Recommend ways and means to achieve it: he/she provides support on construction/renovation project management by proposing a contextualized project cycle and an organization chart adapted to the specific needs of the project.

He/she supervises construction/renovation project management teams by providing a mentoring role.

Main responsibilities

The Assistant Project Owner (AMO) has an advisory and proposal role, the decision-maker remaining the project owner (MOA): MSF operations. Its contacts are located at different levels in different locations: headquarters and field depending on the nature of the projects and their progress.

The AMO understands the nature and scale of the project.

  • He/she proposes the most appropriate management/governance method in accordance with the latest rules and internal policies. It facilitates the coordination of the project in its initial phase and allows the project owner to fully fulfill his obligations as project manager.
  • His/her mission is to clarify and prioritize the elements of the program (needs, administrative and technical constraints, possible risks), to structure them around specifications.
  • The AMO, at the request of the Project Owner, can facilitate the implementation of the necessary resources for the construction project on the ground.

He/she may be authorized by the construction referent to validate local or regional service providers and be entrusted with all other complementary tasks useful to the technical construction family (supervision of construction manager and construction supervisor, participation in training from the family construction, replacement of ref tech during absences or prolonged field visits).

He/she is under the functional responsibility of the construction technical referent and under the hierarchical responsibility of the construction referent except when he/she is in the field where the hierarchical link is partially delegated to the head of mission (administration, health, safety, etc.).

Required profile

Education

  • Construction Project Management, Architect, Civil Engineer.

Experience

  • Experience in construction project management.
  • Experience in construction in the humanitarian sector or developing countries.
  • Experience in hospital management a plus.
  • MSF field experience strongly desired but not prohibitive.

Technical skills

  • In the fields of construction, project management, site management, medical programming.

LANGUAGES

  • Fluent French and English

  • Dynamic, organized, rigorous, capacity for analysis and synthesis while respecting the existing structure and/or its evolution.
  • Ability to cooperate, Good interpersonal skills, sense of dialogue and quality of listening
  • Ability to communicate on different levels, global vision of the project

Working conditions

  • Part-time position 80% (32 hours/week)
  • 24-month fixed-term contract
  • Place of work: Geneva, with field visit
  • Ideal start date: 03/18/2024
  • Gross monthly salary (at 80%): from CHF 5,767.- to CHF 6,640.- (salary depending on equivalent experience and the internal salary scale).
  • Paid vacation: 25 days per year, pro rata temporis, plus Swiss public holidays falling during the duration of the contract.
  • Pension fund: contribution to the pension fund (2nd pillar-LPP) covered at the rate of 3/4 by MSF and 1/4 by the employee.
  • Relocation assistance in the event of moving from another country to Switzerland.
