Title: Logistician Base – Uvira – DRC (M/F)
Job Description:
The French Red Cross has been operating in the DRC since 1979 as part of a partnership with the Red Cross of the Democratic Republic of Congo (CRRDC). Since the 2000s, the CRf has had a delegation (permanent office) in Kinshasa, and has mainly carried out health projects in the former Bandundu. Since 2018, the organization has intensified its interventions, with projects focused on the Prevention and Control of Infections (PCI) of epidemiological diseases, Water, Hygiene and Sanitation (WASH) measures and support for health personnel and centers.
Today, the CRf has a coordination office in Bukavu, and a base in Goma and another in Uvira (South Kivu).
The project in Uvira started in May 2022, as part of the Programmatic Partnership Program (PPP) between the Red Cross Movement and DG Echo, which aims to accelerate local action in humanitarian and health crises in the city of Uvira. This project is in its 3rd and final year.
Location of the Post
The city of Uvira, located in the territory of the same name in the south of the South Kivu Province (East of the DRC), is an agglomeration located between the Mitumba mountain ranges and Lake Tanganyika. With an area of 1,036 km², the city is crossed by more than 16 rivers subject to numerous overflows. Located at a distance of 128 kilometers from the provincial capital (Bukavu), it is made up of 14 neighborhoods that cover 17 health areas and is home to a total population of approximately 365,000 inhabitants, of which almost 50% are under 15 years old.
Context of the implementation of the Projects
The province of South Kivu is crossed by a variety of sudden, recurrent and prolonged humanitarian shocks that depend on structural and security factors but also natural disasters and epidemics. This province is one of the poorest in the DRC, which is characterized by social and health vulnerability, food insecurity and a high poverty rate. 73% of Congolese live below the poverty line of $1.90 per day.
Regarding the health situation, cholera outbreaks are still reported in the province, which also has high rates of measles and malaria cases. The main causes of these outbreaks are the low availability of drinking water in the coastal health zones, the use of polluted water and the low application of hygiene measures by the community, which is characterized by unsanitary conditions and the lack of latrines.
Finally, the South Kivu region is one of the provinces most affected by the activity of armed groups, military operations and recurring inter- and intra-community conflicts. In such a context, the operations conducted by the CRf in the east of the DRC, including in South Kivu, are the subject of an agreement signed with the ICRC, which draws up the security rules governing them.
Job
Function :
Under the authority of the Uvira Base Chief, the Base Logistician is responsible for:
- Ensure the implementation of the purchasing and logistics strategy in line with the delegation’s guidelines;
- Manage the base logistics team;
- Ensure the application of CRf purchasing and logistics procedures as defined in the MOPI;
- Participate in security monitoring and ensure the implementation of rules relating to the security and safety of property, data and people at the base level.

Conditions of employment
- Status type : expatriate
- Type of contract : Fixed-term contract under French law/precarious employment bonus paid at the end of the contract
- End-of-year bonus : equivalent to a 13th month pro-rated to the time of presence
- Perdiem : daily perdiem which varies depending on the country
- Leave : 5 weeks of paid leave/year and 21 days of recovery – Airfare 100% covered by the CRf for home/mission travel for 6-month leave
