Introduction

1. Context

Present since 2006, DRC is one of the largest international NGOs in the Central African Republic, working in two districts (Ouham, Ouham-Pendé) with 3 bases (Paoua, Batangafo and Bocaranga) in addition to an office in the capital (Bangui ) with a portfolio of projects in various sectors. The program strategy for 2023 focuses on the following three sectors: protection, economic recovery and livelihoods, and emergency response to immediate needs related to population displacement.

2. General objective of the position:

The Consortium Coordination Specialist assists the Consortium Coordinator in his role supervising the consortium between DRC, NRC, ACF and CARE in order to encourage participatory sustainable solutions to displacement situations in the border areas of Cameroon and CAR over 42 months . This program funded by the European Union will supervise the implementation of a consortium whose objective is to contribute directly to sustainable, diversified and localized solutions to displacement situations in Cameroon and the CAR, relying on mechanisms of community and local governance sensitive to environmental protection and conflict.
The Consortium Coordination Specialist provides programmatic and operational support to the Consortium Coordinator in CAR to ensure optimal monitoring of the program, measuring its overall results and demonstrating its scalability. He/she is also responsible for relations with RCA implementation partners and the link with government services involved in this program (in particular the Ministry of Humanitarian Action). She/He works closely with local implementing partners.

3. Responsibilities: (most important points)

Project Management
• Works closely with SOLID implementation partners for planning and monitoring activities according to the guidance of the Consortium Coordinator;
• Organizes monthly meetings to monitor the implementation of the program and updates at least monthly the timetable of activities with partners • Establishes the purchasing plan with the logistics department and monitors the Unit’s purchases management of the consortium under the supervision of the Consortium Coordinator
• Monitors and analyzes the operational environment from a protection perspective, and shares information and data contributing to the development of strategies to strengthen the response.

• Participate in the preparation of team support and supervision visits to CAR intervention areas on a regular basis (travel approximately 30-40% of the time)

Technical support for teams

• Ensures the fluidity of communication within the consortium team in coordination with the Consortium Coordinator
• Participates in capacity building of the consortium teams according to the needs of the program and at the request of the Consortium Coordinator.

Coordination, advocacy and external relations

• Participate in the planning and preparation of meetings of the consortium steering committee, technical committee and quarterly/semi-annual reviews of the project (development of the agenda, reference documents, presentation of progress), and the implementation of recommendations.
• Liaise with technical committee members in CAR and establish effective working relationships with them.
• Participate in advocacy efforts in CAR with partners, donors, clusters, sectors, UN Agencies, etc. when possible and relevant.
• Contribute to the establishment of effective working relationships with all internal and external stakeholders regarding sustainable solutions and resilience in CAR as requested by the consortium coordinator.

Monitoring, reporting and development.

• Contributes to the development of program monitoring tools in coordination with the MEAL department
• Contributes to the writing of donor reports in coordination with the Grants department and the CoP
• Participates in the development and writing of new projects
• Contributes to the evaluations of needs on a regular basis in order to inform the strategy

4. Technical experience and skills (including number of years of professional experience)

The success of this mission requires that you listen to others, be able to manage remotely and know how to demonstrate leadership to achieve the objectives of the departments concerned but also to support partners. local, international in charge of numerous governance, protection and resilience activities. In addition you must be (or have):
• At least 3 years of professional experience in the design, implementation, monitoring, evaluation and reporting of consortia programs (substantial consortium of at least 3 international partners with volumes greater than 2 million EUR);
• At least 1 year of professional experience in a project team manager position;
• Proven experience in livelihoods, resilience, protection, conflict prevention, climate change and/or related areas;
• Proven practical experience of strong relations with donors, particularly with the European Union;
• Proven experience in reporting, quality of analysis, monitoring of a large and complex financing contract and the ability to summarize;
• Proven experience/understanding of humanitarian work and development work and how solutions and resilience work can bring them together;
• Team spirit, very organized, proactive and having demonstrated a strong capacity for personal initiative and decision-making;
• Strong analytical and problem-solving skills;
• Excellent written and verbal skills in English are required.
• Very good command of humanitarian principles;
• Experience working on projects financed by several donors;
• Highly motivated, results-oriented and creative in problem solving;
• Computer knowledge in Office, Outlook, etc. ;

6. General regulations

• The employee must follow DRC instructions regarding security, confidentiality and ethics, including the code of conduct and the humanitarian responsibility framework.
• The employee must not engage in any other paid activity during the term of the contract with DRC without prior authorization.
• The employee must not engage in any activity that could harm DRC or the implementation of a project during the term of the contract with DRC.
• The employee must not grant media interviews or publish photos or other materials related to the project without prior authorization.
• The employee must return all equipment borrowed for the project to DRC at the end of the contract period or upon request.

7. Training: (including certificates, licenses, etc.)

• Relevant university degree (Master’s degree preferred), in social sciences, international development, international relations, law or other relevant field.
• Relevant professional certificates recognized in humanitarian aid, protection (CHS, SPHERE, etc.) are desirable;

8. Languages: (indicate level of proficiency)

• Proficiency in written and spoken French at a professional level is mandatory;
