CONTEXT :

After closing in 2004, HI returned to CAR in 2015 through the activities of the logistics platform, but since then HI has deployed humanitarian interventions around 4 pillars: Humanitarian Logistics – Health – Inclusion – Reduction of Armed Violence, around flagship activities:

– The facilitation of road, river and air transport but which closed between 08/2023 and 01/2024,

– Rehabilitation of roads, crossing structures and airways,

– Functional rehabilitation (physiotherapy, orthopedics, hearing aids),

– Stimulation therapy for malnourished children and their parents,

– Individual and community psycho-social care,

– Inclusive humanitarian action, local development and inclusive governance and strengthening organizations of people with disabilities,

– The socio-economic integration of the most vulnerable households, particularly through the development of AGR, and professional training,

– Education about the risks linked to explosive devices.

These activities are carried out on two bases and two sub-bases: Bangui (with a sub-base in Bocaranga) and Bambari (with a sub-base in Alindao).

YOUR MISSION :

Sous la responsabilité du Directeur Géographique CESAN basé à Lyon, vous contribuez au sein de votre pays de rattachement à la mise en œuvre du mandat et de la stratégie à 10 ans d’Humanité & Inclusion. Vous veillez à l’optimisation de la qualité et de l’impact des activités du programme, par le biais d’un système de délégation avec des mécanismes de contrôle appropriés. Vous partagez avec tous les autres responsables HI la charge d’une gestion saine et d’un bon fonctionnement de l’organisation globale.

Vous êtes l’autorité en dernier ressort sur la mission dans la gestion du quotidien (dans le respect du cadre & des procédures définis par le siège) et représentez l’organisation dans le pays (responsable de la stratégie pays, responsable de l’organisation interne de la mission, supervision et appui aux coordonnateurs en capitale, etc.). Vous êtes également responsable de la prospective auprès de nouveaux bailleurs et de la stratégie partenariale du programme.

Principalement, vous :

• Portez et assurez la mise en œuvre stratégique et programmatique
• Êtes en charge du management du programme, de l’impulsion et du suivi des orientations des différents services
• Assurez une gestion des ressources humaines fluide, claire basée sur la fixation d’objectifs et le suivi de la performance
• Garantissez la représentation HI et la communication interne/externe
• Garantissez la mise en place d’un système de gestion de sécurité sur le programme qui permet de réduire les risques pour les personnes et les biens du programme en respectant les cadres de l’organisation

VOTRE PROFIL :

Vous avez :

• Un Master (Bac+5) dans les domaines humanitaire et/ou du développement et/ou de la gestion de projet à vocation internationale, ou autre domaine proche et pertinent (études internationales, droit, sciences po, ou études plus techniques en lien avec le projet, etc.)
• Au moins 5 ans d’expérience en gestion et/ou coordination de projets humanitaire ou de développement dans une ONG internationale
• Un bon niveau d’anglais (notamment pour la gestion des partenariats)
• Une bonne connaissance du milieu humanitaire et vous maîtrisez les outils de gestion de projet humanitaire et/ou de développement (cycle de projet, etc…)
• D’excellentes capacités rédactionnelles, capacité à travailler sous pression, capacités de diplomatie
• De bonnes compétences managériales
• Des capacités d’anticipation, de planification et d’organisation
• Des capacités relationnelles et de négociation
• Vous êtes à l’aise avec l’exercice de la décision et êtes force de proposition et porteur de solution en toutes circonstances (sérieux, application dans le travail, professionnalisme)

SPECIFICITES/PARTICULARITES DU POSTE :

Le contexte sécuritaire général en RCA tend vers une stabilisation, mais reste marqué par endroits et sur les zones frontalières par des attaques récurrentes des GANE. Le développement de la criminalité opportuniste sur certains axes reste un point important à suivre avec l’équipe HAS.

Security constraints are significant at the sub-bases of Alindao and Bocaranga (curfew from 10 p.m. to 6 a.m.) but have stabilized in Bangui (curfew from 1 a.m. to 5 a.m.) and Bambari (curfew from 11 p.m. to 5 a.m.).

In Bangui, several leisure areas (swimming pool, squash, tennis, gym, restaurants, bars, dancing, etc.), several large “Mall” type stores and rare cultural places (Alliance Fr), as well as a access to the internet and telecommunications. This last point, however, remains a frequent challenge outside Bangui, despite the deployment of VSat in offices.

Travel between our bases is made by vehicle with the possibility of UNHAS flight when security constraints require it or for time/medical reasons.

• International contract of 24 months starting ideally from 06/15/2024

• A child allowance of €100 paid from 2 dependent children
