Context:

The International Organization for Migration (IOM) is committed to the principle that humane and orderly migration benefits migrants and society. IOM, UN Migration Agency, operates in 400 offices across more than 100 countries, with significant external spending of more than USD1Billion, across supplies, services, constructions, works, and transportation. Due to the decentralized structure and project-based operations, the overall Supply Chain Management (SCM) approach needs to be agile and responsive to address the operational requirements in the fields.

In preparation for the institution-wide rollout of ERP solutions and digitalization of manual processes including supply chain system integration, IOM needs to develop efficient end-to-end SCM processes and management of related information, that will enable the organization to carry out activities in line with Supply Chain Management (SCM) objectives to deliver quality goods/services to the beneficiaries at an optimal price and in a timely manner;

Under the direct supervision of the Director of the Supply Chain Division, the Business Analyst (

Supply Chain Management) in coordination with Manila (Global) Supply Chain Unit (MSCU)Department of Operations and Emergencies (DOE), and the Supply Chain Officers in Regional and Country Offices, , will be responsible and accountable for monitoring the SCM performance , analyzing the existing SCM processes and systems, identifying gaps and developing a set of applicable KPIs, generating periodic reports by focusing on effectiveness, responsiveness, standardization and optimization of SCM operations,

Key Deliverables:

  • SCM business operation processes mapping and gap analysis for improved effectiveness and efficiency;
  • Identify and develop design criteria for integrated supply chain system solutions; and,
  • Implement new Material Master Data structure, and prepare for further system enhancements.

Core Functions / Responsibilities:

  1. Monitor the supply chain’s performance and keep upstream and downstream supply chain participants well informed.
  2. Map and record the existing business process(es), identify potential gaps and opportunities for improvements, and make recommendations for further optimization of the SCM system.
  3. Conduct stakeholder meetings for inputs and feedback, including but not limited to: SCD,DOE FAD, ICT, Internal Audit, Legal, Resources Management, and any other relevant units – whereby ICT will be a crucial business partner throughout the process.
  4. Review the best practices in the Supply Chain Management area of other UN agencies and international institutions, with a view to obtaining information that may be useful to IOM for incorporation into IOM’s Business Analytics and Reporting practices.
  5. Conduct stakeholder analyses and design information-sharing mechanisms, including circulation of periodic newsletters, indicating desired outcomes, project achievements supported by statistical data, and overall impact.
  6. Coordinate and facilitate the possible Supply Chain Management workshops during the assignment.
  7. Prepare and conduct vendor screening, and information sessions, which will lead to a formal tendering process for the initial phase of institutional supply chain management system integration at IOM.
  8. Support the Supply Chain Division and DOE, on Global Stock matters, such as budget planning and tracking, development of SOPs, and review of administrative expenses requests.
  9. Coordinate the implementation of the new Material Master Data structure in ERP/ Wave and ensure a smooth transition and change management in close coordination with MSCU and ERP team.
  10. Identify and coordinate interventions required to further streamline and digitize Supply ChainManagement processes and transactions.
  11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

· Master’s degree in Management, Business Administration, Information Technology, Supply Chain Management, or related field from an accredited academic institution with five years of relevant professional experience ; or,

· University degree in the above fields with seven years of relevant professional experience.

Experience

· Minimum 5 years of data analytics, reporting and/or ERP systems; and, · Minimum 5 years of experience in supply chain management.

Skills

· Extensive knowledge of IOM/UN internal procurement and financial rules, as well as IOM’s system and processes as they apply to procurement and logistics; and,

· Excellent level of computer literacy and good knowledge of SAP is an advantage.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of French or Spanish and another UN language is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
