International development and global health represent one of the greatest opportunities for the impact of digital technologies on a global scale. Unfortunately, new technologies, approaches and tools are emerging daily into a fragmented and immature digital health market landscape that currently limits their promise to transform country health systems and accelerate and amplify progress towards national and global health goals.

The Center of Digital and Data Excellence (CoDE) is working on a project funded by the US Centers for Disease Control and Prevention (CDC), to develop, implement, use, and evaluate interoperable health information systems to achieve HIV/AIDS and TB epidemic control through improved health informatics policy, governance, workforce capacity, and systems under PEPFAR.

Under this award, PATH is working with CDC’s Health Informatics Team (HIT) to implement several organizational objectives including establishing the necessary policy, governance, and standards frameworks needed to support development of e-Health strategies, building effective information systems, and a skilled workforce. The HIT Technical Assistance Platform (TAP) project is a step towards achieving a digital public health future.

PATH seeks an in-country coordinator (ICC) in DRC to coordinate the CDC digital HIS implementation activities under the TAP project. Some illustrative activities that fall under this project include Electronic Medical Record (EMR) system development, deployment and maintenance, standards-based interoperability of information systems including laboratory and EMR, capacity building in data governance, data privacy, security and confidentiality, software development and project management. This person will organize, coordinate, manage, and document work done under the TAP project. The TAP ICC will also work in close collaboration with the MOH, CDC DRC, and other PEPFAR -funded implementing partners.

Responsibilities:

Assist CDC country office and CDC HQ to coordinate, support, and manage in-country TAP implementation activities.
Provide technical assistance in the coordinator’s area of expertise (e.g., EMR identification, development, deployment and maintenance, health informatics capacity strengthening including in privacy, security and confidentiality project management, patient identity management solution, interoperability of information systems and HIS governance).
Support technical implementation work in the coordinator’s area of expertise, for example, preparation of software requirements and specification documents, testing of software, documentation, and/or support for deployment of software.
Collect and review relevant technical background documents, plan meetings with MOH and other stakeholders in the country, and work with CDC DRC to keep MOH updated on implementation progress.
Support CDC TAP work plan development.
- Ensure that communications about country needs are in alignment with and cleared by the CDC Country Office
- Draft work plan contents on behalf of TAP IPs as requested, including suggested activities, timelines, associated deliverables, and responsible parties.
- Check in with in-country IPs to ensure alignments where appropriate and avoid duplication of efforts.
- Suggest adjustments to TAP IPs’ work plans, when necessary, based on evolving situational context and discuss with CDC in-country and CDC HQ.
Manage country coordination and outreach:
- Meeting invitations
- Agenda requests/development
- Recordings
- Identify next steps and action items.
- Call notes, Q&A, documents, agendas, and follow-up activities
Provide project and knowledge management using Redmine project management software and other knowledge management tools.
- Capture meeting notes, recordings, and other TAP inputs and outputs using Notion/Sandbox or other knowledge management tool.
- Identify requirements and help build and organize knowledge management for DRC TAP activities.
- Support CDC country office, technical leads, implementing partners, and headquarters points of contact in work planning, developing, and maintaining a collaborative country roadmap and work plan.
Communicate to ensure relevant stakeholders/organizations are informed about project activities and progress.
Assist with identifying and analyzing project-specific issues or concerns and their impact on operations; work with the relevant stakeholders including the DRC MOH, and CDC DRC and headquarters on solutions.
Identify opportunities for overlap between CDC DRC and the MOH’s strategic goals and TAP products and propose common areas for possible joint implementation.
Work closely with in-country IPs towards aligning and coordinating TAP activities.
Other
- Respond to ad hoc requests for country-specific project and partner coordination activities.
- Monitor and follow-up on country-specific activities to ensure goals are met in a timely manner.
- Complete tasks as requested by CDC country office point of contact.
- Support technical documentation (e.g., concept notes, etc.) as requested.
- Assist CDC Country Office with identification and analysis of project-specific issues or concerns and their impact on operations.
- Support training efforts for the program.

Required skills and experience:

Training in Informatics, minimum of a master’s degree or equivalent in informatics, engineering, or equivalent work experience.
Mid-level professional with at least 5 years of IT and/or digital health information systems project management experience.
Familiarity and/or experience with PEPFAR-funded or other international public health initiatives.
Familiarity and/or experience with public health informatics/software development projects, activities, terminology, and practices.
Experience with project management methodology and tools for monitoring and managing project execution, critical path activities, and interdependencies across multiple partners and countries.
Ability and commitment to inform appropriate persons/organizations of potential or existing risks/problems.
Ability to report on activities on a regular basis.
Good communication and interpersonal skills in a cross-organizational environment, comfortable liaising with senior officials on a regular basis, ability to maintain relationships across organizations, and use tact and diplomacy in solving problems.
Ability to use MS Office suite, particularly MS Word, Excel, and PowerPoint.
Ability to work (listen, speak, read, and write) in French and English required.
Organized and able to meet deadlines in a timely manner.

Preferred skills:

Demonstrate a strong knowledge of the DRC’s healthcare system
Experience working on digital health projects that support the DRC MoH highly recommended.
Passion for PATH’s mission and broader global issues of public health, information systems, technology, and international development.
Familiarity with opensource systems such as OpenMRS, DHIS-2
Familiarity with data exchange between electronic systems
Familiarity with data protection and data security
Ability to coordinate activities with people from different backgrounds (technical and non-technical, local and international, government and non-government, francophone and non-francophone, etc.)
