CDMX Logistics Team Leader (National Only) At Norwegian Refugee Council

1. Objective

With a strong focus on supply chain, this is an exciting opportunity to contribute to the consolidation of our Office in Mexico and strengthen the specific technical competencies of the team in charge such as: management, monitoring, monitoring the execution of the strategy, purchasing / contracting, warehousing, asset management, fleet and transportation equipment, among others, acting under the regulations and standards of the NRC in Oslo and Mexico, consulting the requirements of donors.

2. Main Responsibilities

General Procedures

  1. Establish information collection/filing systems in accordance with NRC standards in all field offices.
  2. Provide programs with information for project budgets (for example, the prices of items being purchased based on market research)
  3. Travel, in the development of their functions, to the NRC Offices in Mexico in order to provide specific support for logistics activities and supervision of logistics activities in other areas of intervention.

Purchasing Management

  1. Responsible for the management of Purchasing and Contracting Procedures in the Area according to the Authorization Table.
  2. Responsible for the reporting and verification of the Purchase Tracking Sheets (PTS) in the Area Offices.
  3. Responsible for the Area Purchasing Master Plan in coordination with the programs and Area Support Management.
  4. Initiate and maintain Framework or Long-Term Contracts for the supply of goods or services in accordance with the contracting guidelines of the NRC Logistics Manual.
  5. Maintain a unified, pre-qualified and updated Supplier Database (SDB) of each office and a consolidated one of the area, as well as manage the annual evaluation of suppliers to provide timely purchasing management.

Fleet Management / Assets / Warehouses

  1. Lead the process of selection and management of vehicle lease contracts.
  2. Supervise the allocation of fleet and private transportation services (taxi).
  3. Responsible for Area Warehouse Management and the monthly Stock Report (SR).
  4. Responsible for the Asset Registry (AR) – of the area offices. Responsible for the monthly shipment and the respective registration in Agresso and the quarterly delivery for consolidation of the purchase of NRC assets.

Administration

  1. Ensure the correct control of lease contracts in the areas of operation (offices and/or residence) as well as support in the search and evaluation of facilities in the intervention areas.
  2. Act as focal point for managing accommodation and travel reservations for visits.

Personnel management

  1. Lead the Logistics and Administration team in the intervention offices in Mexico, ensuring that performance management requirements are met.
  2. Support the hiring/contract renewal processes of the assigned team.

3. Skills:

  • University degree in Business Administration, Logistics Administration, International Business or similar.
  • Minimum three (3) years of proven experience in supply management – supply chains, fixed assets, fleet management, warehouse and warehouse management.
  • Knowledge of tax exemption issues.
  • Experience in similar positions with an international organization, with United Nations Agencies and/or humanitarian context will be positively valued .
  • Previous experience working in complex and volatile contexts
  • Knowledge of one’s own leadership skills/profile.
  • Intermediate level of spoken and written English.
  • Extensive knowledge of MS Office office utilities (Word, Excel, Power Point, Outlook) and experience in using ERP software.
