Chief of Party At Chemonics

Chemonics seeks a chief of party for the on-going, USAID-funded, Learn Together Activity (LTA) in Tajikistan. LTA is a five-year, $24.7 million project that seeks to improve primary students’ learning skills (Grades 1-4), with a particular focus on improving reading comprehension, critical thinking skills, and mathematics. Through this program, USAID intends to support the Tajikistan Ministry of Education and Science’s (MoES) capacity to take on greater responsibility for improving literacy and numeracy skills to impact the overall primary students’ learning outcomes. This position is based in Dushanbe, Tajikistan for the remaining three and half years of the project, with expected travel throughout Tajikistan. Responsibilities:

  • Provide overall technical leadership and management; oversee and participate in strategic planning; ensure that quality requirements are met or exceeded
  • Supervise technical and administrative staff, including the deputy chief of party, operations and strategic partnerships director, and technical leads, ensuring staff are successfully managing project activities and operations
  • Oversee annual project work planning and establish procedures to measure the project’s progress against the work plan
  • Serve as the project’s primary liaison with USAID, international and regional partners, and host-country government officials
  • Engage and collaborate with key members of the Ministry of Education and Science (MoES) and other affiliates involved in improving early grade reading
  • Oversee all planning, implementation, monitoring, and management of the contract’s performance

Qualifications:

  • Advanced degree in education, international development, or a related field of study required; doctorate in education preferred.
  • · A minimum of 8 years of senior-level experience in the design, implementation, and management of donor funded (USAID preferred) education, or in other related fields in an international context.
  • · Ability to communicate strategically with a wide range of stakeholders (e.g., USAID, Tajikistan’s Ministry of Education and Science and its affiliates, leaders in the field of education, pedagogical instructors, school directors, and local business partners)
  • Strong leadership, administrative, management and intercultural skills as well as an ability to manage a large field office and remote staff.
  • Experience with working in Tajikistan, Central Asia, or other countries with former centrally planned economies, preferred.
  • Fluency in English required; fluency in Russian or Tajik strongly preferred.
