Project Summary:

The purpose of the SDG IDIQ is to build the systemic accountability and responsiveness of the Government of Honduras (GOH) to citizens, while also strengthening civil society, in order to increase trust, safeguard human rights, and incentivize Hondurans to remain in their country and participate in their democracy.

Position Summary:

Creative Associates International seeks a Chief of Party (COP)/IDIQ Director that will provide overall technical and administrative leadership and expertise to the project and serves as the primary liaison with the donor on management and technical matters. The Manager will take a leadership role in coordinating with the donor, other implementing partners, other donors, and any other key stakeholders. The Chief of Party (COP)/IDIQ Director will have demonstrated ability to work in complex environments and manage diverse teams to deliver impact. The Chief of Party (COP)/IDIQ Director to be based in Tegucigalpa, Honduras and will have overall management responsibility for the project.

Primary Responsibilities:

  • The role will be responsible for technical leadership and in-country management of the project. S/he will oversee the long-term expatriate and local staff and short-term experts in achieving project results. S/he will undertake regular assessments of the broader political environment within which the project operates to ensure flexibility and rapid reprioritization of activities when necessary.
  • Establish and maintain working relationships with Honduran governmental institutions at the national and local levels and with civil society organizations on program communications and technical implementation activities;
  • Provide technical direction, leadership, and oversight of all administrative matters;
  • Provide technical support to the team in all program areas;
  • Oversee implementation of project monitoring and evaluation activities and ensure that project results are met;
  • Ensure accurate and timely reporting and collection and analysis of monitoring and evaluation data;
  • Ensure compliance with all terms of the project agreement and all relevant USAID and U.S. Government rules and regulations;
  • Oversee implementation of Creative’s security protocols and provide leadership in handling security-related issues; and;
  • Manage the program team in a manner that is open and respectful, encourages professional development, and solicits constructive staff input.
  • Foster a one-team approach and collaborative mindset among consortium partners, ensuring that each member can apply its technical leadership within their areas of expertise;
  • Ensure that do-no-harm principles are incorporated and apply adaptive management practices throughout the life of the project to ensure responsiveness of programming to an evolving context; and
  • Ensure close coordination with other relevant in-country initiatives, including USG-funded and other donor-funded programs, Government of Honduras initiatives, and those involving other key stakeholders.

Required Skills & Qualifications:

  • Master’s degree in a relevant field such as Public Administration, Business Administration, Political Science, or International Relations;
  • Bachelor’s degree from an accredited university in a relevant field;
  • At least 10 years of experience in a senior-level management role and demonstrated management and leadership skills in international development work with increasing responsibility, at least five (5) years of which is managing USAID’s IDIQs, migration issues, governance, health, youth, livelihoods, education, citizen security, infrastructure or economic opportunities, and working closely will government officials.
  • At least five (5) years’ experience managing such projects in Latin America;
  • Thorough understanding of the political, social, and economic environment, and of the history and culture of Honduras. Prior experience in Honduras and/or in Central America;
  • Demonstrated capacity to develop solid working relationships with local non-governmental institutions, government officials, and coordination with other donors;
  • Demonstrated record of success in politically sensitive environments and strong analytical capacity;
  • Demonstrated ability to successfully lead and manage challenging and complex projects that engage a variety of public and private sector stakeholders;
  • Proven ability to foster citizen engagement and oversight, political participation of marginalized groups, and capacity development of government institutions and civil society organizations.
  • Excellent communication and interpersonal skills;
  • Fluency in written and spoken Spanish and English.
