Project Summary:

MSI is recruiting senior positions for an upcoming five-year monitoring, evaluation and learning (MEL) platform (the Platform) to support the USAID mission in Mali. The purpose of this project will be to provide the full range of monitoring, evaluation, research and learning services to support the USAID/Mali and its partners to achieve their development and humanitarian objectives in Mali. We anticipate that the Platform will be focused on the following activities:

  1. Supporting performance evaluations of USAID projects.
  2. Conducting third-party monitoring of USAID development and humanitarian assistance.
  3. Supporting USAID implementing partners to conduct conflict-sensitive monitoring of their awards.
  4. Conducting ad hoc critical research and analyses, such as conflict assessments, gender analyses and political-economy analyses, to inform the design of USAID policies and programs.
  5. Supporting adaptive management for USAID programs, through the effective dissemination new learning through concise and targeted knowledge management and strategic planning support.

These activities will be critical to ensuring learning and accountability for USAID and will contribute to real-time programmatic adjustments and future program designs.

Position Summary:

The Chief of Party (COP) is responsible for leading and managing Platform operations in Mali. The COP works closely with the USAID/Mali and its implementing partners and oversees the production of all deliverables and compliance required under this contract. The work involves team management, technical guidance, administrative coordination, operations oversight, and client relations. The COP will also be responsible for overseeing subcontractors’ work and performance. The COP reports to the MSI Home Office Technical Director.

Responsibilities:

Technical Management

  • Serve as the main point of contact for the contract with USAID/Mali.
  • Support the USAID/Mali Mission to define priorities and develop a workplan of activities designed to achieve the mission’s learning objectives.
  • Engage strategically to provide support to project teams to deliver complex assignments across all areas of the project, including evaluation, research and strategic planning.
  • Manage and oversee preparation and ensure timely submission of all contract deliverables.
  • Manage and monitor all sub-contractors and sub-awards under the award.
  • Direct and monitor execution of all other activities within the work plan.

Contractual/Financial Management

  • Maintain administrative and financial controls, and records, pursuant to MSI’s financial and administrative procedures.
  • Ensure compliance with all terms and conditions of the contract and applicable U.S. Government and USAID rules and regulations.
  • Manage the contract budget in coordination with the Finance and Administrative Specialist and MSI Home Office Project Management Team.

Personnel Management

  • Manage the Platform project team, including directly supervising the Deputy Chief of Party and project Head of Operations.
  • Supervise staff recruitment and ensure implementation of effective security and human resource protocols for project staff.
  • Fill staffing gaps expeditiously to keep work plan and budget on track.
  • Manage the work of team members, reviewing and providing regular feedback.
  • Evaluate performance and negotiate salary adjustments and bonuses, if appropriate.
  • Support staff when personal issues arise to ensure the welfare of team members and families.
  • Motivate staff to perform effectively toward project objectives through communication, team-building incentives, and responsiveness.

Safety and Security Management

  • Maintain an up-to-date understanding of local political and security developments and propose any strategic/tactical revisions to the Project Safety and Security Manual necessary to seize emerging opportunities and/or mitigate risks.
  • Act as the primary liaison for USAID regarding security matters.
  • Adhere to security procedures and require team members to follow them.
  • Monitor and report on the security situation to MSI home office and USAID.
  • Do everything possible to ensure the safety and welfare of team members.

Qualifications:

  • Master’s degree in international affairs, social science, or a related field.
  • Minimum of 10 years of progressively responsible experience in the humanitarian, development, or transition field, including at least five (5) years of experience managing teams and two (2) years of experience working in conflict zones.
  • Experience managing program evaluation, third-party monitoring or contextual research in the international relations or international development sector.
  • Previous experience managing sub-contractors.
  • Must be an experienced and good leader with excellent analytical, interpersonal, team management and client relations skills.
  • Previous professional work experience supporting development or humanitarian assistance programs in the Sahel is required.
  • Fluency in English and at least Professional Working Proficiency in French are required.
