Organizational Setting and Work Relationships

The position is located within the Division of Human Resources (DHR). The Division’s mission statement indicates that DHR is a strategic, trusted and innovative business partner in enabling UNHCR to protect and respond to persons of concern by attracting, motivating, retaining and developing a talented, diverse and agile workforce, while nurturing a culture of excellence, respect and well-being for all.

The incumbent of this position supports the UNHCR’s People Strategy and contributes to the implementation of the 2018 independent HR review which resulted in the establishment of HR strategic priorities and the reconfiguration and transformation of the Division from a largely transactional model into a strategic business partner for field operations and senior management.

The Chief of Section (Strategic Workforce and Structural Planning) provides strategic direction and oversees the work of the Section within the Human Resources Operational Partnership Service as part of the overall transformation of DHR prescribed by the Human Resources (HR) Review. In addition to Strategic Workforce Planning, the Chief of Section also leads Organizational Design, Job Evaluation and Field Support.

The incumbent works closely across DHR and with Senior Management in Divisions, Entities and Bureaux. The incumbent manages the work of the Section by setting goals and objectives, monitoring efficiency; contributing toward the HR Roadmap as well as to the UNHCR resource allocation through RBM/COMPASS and reallocation processes. The incumbent provides strategic leadership in enabling UNHCR to continue its implementation of effective strategic workforce and structural planning.

Under the guidance of the Deputy Director of Human Resources, the incumbent steers governance and provides support as needed to the managerial decision-making processes related to Strategic Workforce planning, position management and the organization hierarchy, highlighting risks and opportunities and helping DHR assume a leadership role in the area of Organizational Design. The incumbent supervises the Head of the Strategic Workforce Planning Unit in Geneva, the Head of the Organizational Design and Job Evaluation Unit in Budapest and the Head of the Field Support Unit in Budapest.

Duties

  • Analyse HR strategic and business objectives, HR reform priorities and the latest trends in human resources management to provide critical direction into HR plans and strategies, work plans and priorities, liaising closely with HR Senior Management, Change team and other stakeholders.
  • Oversee the delivery of multi-disciplinary HR programmes, initiatives, products and services.
  • Develop and oversee the work plan of the Section, prepare strategies, reports and proposals.
  • Provide thought leadership and support to HR staff and senior leaders in workforce planning, organizational design, job classification as well as field support.
  • Provide advice and guidance to managers across the organization and within DHR to promote a stronger business partner approach for more effective workforce management.
  • Promote and pilot new HR concepts and initiatives, oversee related projects and staff and sponsor the implementation process.
  • Develop mechanisms for enhanced strategic HR partnerships with field Operations including with HR Regional partners ensuring that approaches introduced by the Strategic Workforce and Structural Planning Section support the field.
  • Perform other related duties as required.

Relevant Job Experience

Essential
Experience in Strategic HR planning, Organizational Design, Job Evaluation or HR Field Support in a large organization, ideally with UNHCR. Experience in a diverse range of operational settings, from H to E duty stations, ideally with UNHCR. Excellent knowledge of organizational design and job classification principles, tools and methodologies. Experience supporting large-scale change management efforts in the area of HR.
Desirable
Knowledge of UN jobs, organizational structure and workforce. Strong consultation and data skills, including the ability to influence decision-making. Experience in workforce analytics. Certification or training in Strategic Workforce Planning or Organizational Design.
