We have been building powerful partnerships for children for over 85 years and now Plan International is looking for dedicated Case Managers to provide high-quality case management services to vulnerable children and survivors of gender-based violence (GBV). These functions are crucial to respond to the human protection and mobility crisis in Honduras. The aim is to provide support in line with the Minimum Standards for the Protection of Children in Humanitarian Action and other relevant guidelines.
The movement of people along long and unknown routes; through irregular steps, with implications of living outdoors and eating little food, without monetary resources, with different customs, in conditions of irregular migration, exacerbate the risk that people face violations of their human rights.
Purpose
Under the supervision of the DRM Specialist, the Case Manager is the main point of contact for a child and/or adolescent facing specific protection risks. She is responsible for coordinating and monitoring all actions related to a case. She must also ensure that decisions are made within the framework of the best interests of the child. She plays an important role in the execution of a child protection and gender violence project in an emergency situation in Tegucigalpa, Honduras. She must collaborate and coordinate with the RED Humanitaria team, CPiE specialists and other Plan Honduras actors, including other case managers, the DRM and CPiE Specialists.
General responsibilities
Case Management
– Provide high-quality case management services to children and adolescents who have suffered violence, abuse, neglect and exploitation, or who are otherwise vulnerable, in accordance with the risk matrix prioritization guidelines .
– Accompany children and adolescents and their families through the complete case management process (Identification and registration, case planning, implementation of the case plan, monitoring and review, case closure)
– Make referrals to essential services as needed and help children and adolescents and their parents/caregivers access services
– Work with children, adolescents and their families to help them make informed decisions throughout the case management process.
Supervision
– Participate in case management meetings with the supervisor.
– Carry out follow-up visits for each registered case.
– Ensure that case management services are provided in accordance with the minimum standards for child protection in humanitarian action and global guidelines for child protection and case management, as well as with existing care pathways at the national level.
Support
– Provide psychosocial and emotional support to children and adolescents and families.
– Provide information to fathers, mothers and caregivers about risks and threats on the migratory route.
– Develop and apply the relevant protection and security measures in the immigration context.
Information Management
– Manage files in accordance with determined SOPs and comply with standard documentation processes and best practices.
– Update the case management database.
– Store case management information and files in accordance with data protection protocols.
– Contribute to the preparation of monthly, interim, final and special reports on project activities.
– Preparation of informative infographics to socialize at the level of humanitarian actors
Training
– Train local educational authorities, educational center staff, parents and caregivers in the project area in the identification and response to child protection cases, child protection risks, referral pathways of child protection cases and the provision of child-friendly services, as well as EiE. As well as, institutions that make up the local protection system.
Collaboration and Coordination
– Serve as liaison with project partners, authorities, police, health personnel, staff in educational institutions to identify children and adolescents at risk.
– Participate in inter-institutional case management meetings to present cases and disseminate challenges.
– Coordinate community and school awareness activities on case management services in prioritized areas
Other functions
– Provide feedback on written documents and the design of future intervention proposals.
– Participate in subnational coordination meetings of the Child Protection Working Group (CPWG) and other institutional meetings, as necessary.
– Support in the performance of other tasks assigned by the supervisor.
Safeguarding
– Ensures that Plan International’s global safeguarding policy and PII policy to prevent sexual harassment, exploitation and abuse; and Gender Equality and Inclusion are fully integrated in accordance with the policy principles and requirements, including relevant Standards and Implementation Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring that staff and associates know and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed accordingly. with appropriate procedures.
Key Relationships
– Child protection specialist: technical support.
– Local teams from prioritized areas: support in budgeting, execution and child protection services supported by the project.
– Technical emergency manager (DRM): participates in emergency coordination situations.
– Other child protection organizations and services in the project areas: Participate in humanitarian coordination spaces; protection cluster, areas of responsibility for child protection and gender-based violence.
Knowledge, skills, behaviors, and experience required to achieve the objectives of the position:
Knowledge:
– Professionals in Social Work, Clinical Psychology or related career.
– Previous work experience, preferably in child protection and human mobility.
– Experience and leadership in facilitating institutional and educational community meetings.
– Professional experience in the humanitarian field and migration context
– Excellent writing, facilitation and organizational skills.
– Experience in managing child protection and gender violence cases in a sensitive manner and adapted to children and adolescents.
Specific skills for the position:
– Solid knowledge in supervision, evaluation, research and conducting multi-sector participatory evaluations.
– Experience in managing files and databases, as well as in periodic documentation.
– Excellent skills for community mobilization and self-management of cases.
– Ability to work individually, in a team and under pressure with limited supervision and results-based management.
– Proactive and with initiative.
– Good analytical, conflict resolution, case and project planning skills.
– Ability to communicate clearly and strategically with internal and external stakeholders as a Plan representative, including effective negotiation and representation skills.
– Institutional, community and internal and external personal and training skills, training and support.
– Computer skills: Microsoft Word, Excel and Outlook.
