Climate & Resilience Programme Manager (Contingent on funding) At Mercy Corps

Under the Climate Resilience Component of the “Building Resilience and Addressing Vulnerability to Emergencies (BRAVE) Programme“, Mercy Corps is seeking an experienced and dynamic Programme Manager to lead the implementation of Mercy Corps component of the anticipated programme.

The Climate & Resilience Programme Manager will provide leadership, management and strategic vision to the implementation of Mercy Corps component of the BRAVE programme, managing staff and resources to ensure that the programme meets its targets and deliverables on-time and within budget. The Programme Manager will supervise programme staff and ensure accountability to Mercy Corps policies and donor rules and regulations. He/she will work with the Team Leader to engage in programme representation to donors, relevant government entities, partners, other implementers and external stakeholders.

The Programme Manager is expected to have strong expertise in the fields of disaster risk management and community-based approaches to climate adaptation approaches, preferably in conflict/fragile state settings

ESSENTIAL FUNCTIONS:

Programme Implementation: Provide leadership and strategic vision of programme implementation, development and management. Ensure that programme implementation is responsive to communities and partners, and aligned with Mercy Corps principles, values and strategic plan. Monitor adherence to grant agreement, Mercy Corps policies and procedures and relevant external rules and regulations. Conduct frequent field visits to all project sites.

Monitoring & Evaluation (M&E) and Reporting: Facilitate the achievement of programme targets and objectives and lead efforts to design effective M&E systems. Oversee the scheduling and production of formal and informal reports on all aspects of the program in a timely and efficient manner. Ensure that M&E staff focus on assisting programs to generate practical information that can be used for ongoing program decision-making while also capturing results at the impact level.

Coordination and Representation: In collaboration with the Team Leader, represent Mercy Corps at government, donor, NGO and other relevant events in the field, in close coordination with the Country Director. Coordinate activities with consortium partners, sub grantees, local government and other implementers, as well as with other Mercy Corps programmes. To provide a good understanding of suitable networks and platforms where Mercy Corps should be positioning themselves to further knowledge exchange on climate adaptation in the region and internationally.

Staff Management, Professional Development and Team building: Create a work atmosphere conducive to professional growth and development of excellent personnel at all levels. Implement, and ensure all staff are effectively using, the performance planning and management system, establishing performance expectations and regularly providing constructive feedback. Promote accountability by conducting staff annual performance reviews with direct supervisees, and ensuring that supervisory staff do the same. Contribute to country team-building efforts, and ensure the integration of all team members into relevant decision-making processes**.**

Programme Support Operations: Coordinate with programme and finance and administration staff to ensure operational systems are in place to support field activities including logistics (transport, warehousing and asset management), procurement, security, administration and human resources. Propose design of new local policies as needed and in accordance with donor and Mercy Corps regulations.

SUPERVISORY RESPONSIBILITY:

Direct supervision of: Programme level Project officers and broader project level team.

ACCOUNTABILITY:

Mercy Corps team members are expected to support all efforts towards accountability, specifically to our beneficiaries and to international standards guiding international relief and development work while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.

REPORTS DIRECTLY TO: Climate and Resilience Team Leader

WORKS DIRECTLY WITH: Country Director, Programme Director, Finance & Compliance, MEL Manager, TSU team members

KNOWLEDGE AND EXPERIENCE:

  • MA, MSc or equivalent in social science, management, international development, environmental sciences or other relevant field.
  • At least five years of Programme Management experience, in particular implementing Climate and Resilience focused programmes in Pakistan.
  • Experienced with programme level M&E
  • Strong understanding of the current political, economic, cultural and historical context
  • Demonstrated gender, social inclusion and conflict sensitivity experience
  • Previous experience with and strong understanding of FCDO rules, regulations and compliance issues
  • Strong written and oral communication skills in English, including report development, writing and editing.
  • Strong management skills, with good understanding of relevant cross-cultural issues.
  • Excellent relationships with key programme stakeholders – including government and non-government.
  • Proven understanding of climate change adaptation strategies, and resilience programming;
  • Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members.
