Consortium Monitoring and Evaluation Manager At Norwegian Refugee Council

What are we looking for?

Considering the escalation of the Colombian internal armed conflict and the need to respond to the humanitarian needs generated by it, the Norwegian Refugee Council (NRC) in association with other humanitarian organizations, Doctors of the World France (MDM) and Acción Against Hunger (ACH), they have formed the MIRE+ Consortium whose purpose is rapid response and early recovery to emergency situations produced by the actions of armed actors throughout Colombian territory.

The Norwegian Refugee Council (NRC) is looking for a dedicated, resilient and dynamic professional to assume the role of Consortium Monitoring and Evaluation Manager who will be responsible for designing a methodology and strategy for the use of all the information generated by within this (Monitoring and Evaluation data, Information Management and the Complaints and Feedback Mechanism (MQR)), in order to generate learning processes and better programs in the implementation, as well as leading the M& E, MQR and the Information Management Team (EGI) and ensure the quality and effectiveness of their work.

What will your responsibilities be?

  1. Responsible for developing the consortium’s data management and learning strategy.
  2. Supervise and ensure compliance with the EGI Work Plan designed for the MIRE+, and supervise the Monitoring and Evaluation Technical Officer and the MQR Technical Officer.
  3. With the support of the Information Management Team (EGI), lead the design and maintenance of the information management system, which is compatible with UNOCHA partners’ own tools and mechanisms.
  4. Supervise the MQR system centralized by the consortium.
  5. Develop protocols to guide the correct use of data collection tools, advise on quality control of M&E activities.

Education and Experience Requirements

  • University professional in social sciences, engineering, or related to the call, with a postgraduate degree in project evaluation, information management, and research.
  • Minimum 5 years of work experience in coordination functions of monitoring and evaluation systems in a humanitarian context and/or emergency response.
  • Minimum 5 years of experience in results-based project management.
  • Previous work experience in complex contexts and with population victims of the conflict in Colombia.
  • Technical knowledge necessary to design rigorous research methods and instruments (including non-experimental, experimental and quasi-experimental designs)
  • Advanced experience in qualitative and quantitative data analysis and tools.
  • Technical competence and prior experience in implementing various program evaluation methodologies and approaches;
  • Excellent analytical, communication, interpersonal, writing, collaboration, problem-solving, planning and facilitation skills;
  • Desirable experience in coordination and communication processes between different organizations (Consortia, sectoral and intersectoral technical/thematic groups such as Clusters or similar)
  • Written and verbal fluency in the English language.

  • Type of contract: 12-month employment contract.
  • Compensation/Benefits: As per NRC pay scales, terms and conditions this position is Grade 9.
  • Location: Bogotá, with 20% travel through Colombia.
