The Displacement Tracking Matrix (DTM) is a system to track and monitor the displacement and population mobility. It is designed to regularly and systematically capture, process and disseminate information to provide a better understanding of the movements and evolving needs of displaced populations, whether on site or en route. DTM is active in Italy since 2016 and has since then interviewed more than 16,000 migrants and refugees(https://italy.iom.int/en/activities/dtm).
- RESPONSIBILITIES AND ACCOUNTABILITIES
Nature of Consultancy
Objective: To provide humanitarian organizations and national authorities with data on the numbers, routes, and reasons for migrants seeking to reach Europe.
Target: Provide reliable information on the current flow of migrants towards Europe.
Category B Consultancy – Under the general supervision of the Director of the Coordination Office for the Mediterranean and Chief of Mission in Italy and Malta, and in coordination with the DTM Mediterranean Project Coordinator in Vienna and the Project Development Officer in Italy, the Consultants will report to the DTM Focal Point for Italy and will support the implementation of the DTM Flow Monitoring Surveys in Italy.
In particular, the Consultants will:
- Update the existing information on flow monitoring points (FMPs) on a regular basis;
- Collect GPS points of FMPs when necessary;
- Liaise continuously with the DTM Focal Point for Italy in Rome and with other IOM staff in the field to coordinate data collection activities with humanitarian and governmental stakeholders on the ground;
- Liaise continuously with the DTM Focal Point for Italy in Rome and with other IOM staff in the field to compile and report information on migrants and refugees who exit from the reception system, with a specific attention to informal settlements in urban and rural areas and to gathering points for persons transiting through Italy;
- Conduct about 35-40 Flow Monitoring Surveys (FMS) per week, targeting migrants, asylum seekers and refugees at selected FMPs, using paper forms or tablets (Kobo application);
- Comply with the DTM’s FMS Guidelines when conducting interviews, in a dignified environment and respecting IOM’s protection principles, in particular with persons with specific needs and vulnerabilities;
- Report on a weekly basis to the DTM Focal Point for Italy on the activities conducted and the realities/issues encountered, providing feedback from the field and make relevant recommendations;
- Respect IOM’s Data Protection Principles;
- Perform other duties as they might be assigned.
Performance indicators for the evaluation of results:
150 interviews UPLOADED IN THE DATABASE (Kobo).
Outputs:
- 35-40 Flow Monitoring Surveys conducted each week
- Weekly Reports
- Final Report at the end of the contract
Travel required
The selected consultant may be required to travel in Italy.
- DESIRABLE QUALIFICATIONS AND EXPERIENCE
Education/ Professional experience and other requirements:
- High school diploma with at least three years of experience, or first-level university degree with at least one year of experience is required;
- Advanced university degree (Master’s degree or equivalent) in migration, social sciences, anthropology, sociology, humanitarian action or related fields is desired;
- Experience in the field of vulnerable groups and/or migrants is required;
- Computer skills, specifically hands-on experience in usage of MS Office is required;
- Previous experience in conducting personal interviews with migrants or others is required;
- Availability to travel across the one of the three main areas (South, Centre, North) is required;
- Valid European Union working permit (for non-EU candidates) is required;
- Valid driving license category B (cars) is required; availability of own car is strongly desirable.
- Experience in writing reports and documents in Italian and English is considered as an asset;
- Previous experience with international organizations, NGOs, EU Agencies is considered as an asset;
- LANGUAGES
- Fluency in written and spoken Italian and English is required.
- French, Arabic, Tigrinya, Urdu, Pashto, Bangla and other non-European languages are considered as an asset.
