BACKGROUND

The Southeast Asia One Health University Network (SEAOHUN) was established in 2011 to develop skillful and competent One Health workforce with support from the U.S. Agency for International Development (USAID). SEAOHUN’s network membership grew from 10 founding universities in Indonesia, Malaysia, Thailand, and Viet Nam to 95 universities in eight countries including Cambodia, Lao PDR, Myanmar, and the Philippines. Together we promote One Health as an integrated, unifying approach that aims to sustainably balance and optimize the health of people, animals, and ecosystems.

To minimize the impact of future pandemic threats and other complex health challenges, SEAOHUN is implementing the regional component of the One Health Workforce – Next Generation (OHW-NG) Project. This Project emphasizes improving capacity for cross-sectoral competencies to effectively prevent, detect, and respond to all hazards and emerging threats, to ultimately create a pool of health professionals and other development practitioners who may be considered as the One Health Workforce. Examples of project activities include the development of learning modules on One Health core and technical competencies, curriculum development and strengthening, introducing innovative teaching methodologies such as problem-based learning cases, building up research capacity to provide an evidence-base for One Health advocacy, promotion of extra-curricular One Health student clubs, and scholarship and fellowship programs to support long-term capacity development.

The Monitoring, Evaluation and Learning (MEL) supports project performance monitoring and decision making to track the Project’s conduct of activities, delivery of outputs, and capture of impacts. It has many related tasks performed by a range of people associated with the project, to include country-based MEL officers and project managers, and university-based principal implementers or investigators. This assignment will support the MEL process through the development of an online, on-demand version of the OHW-NG MEL training content.

OBJECTIVE OF THE ASSIGNMENT AND SCOPE OF SERVICES

The objective of the assignment to deliver an online, asynchronous version of the OHW-NG MEL training materials for newcomers to understand and perform MEL tasks of USAID One Health Workforce – Next Generation (OHW-NG) project. Under the guidance of the Senior Monitoring, Evaluation, and Learning (MEL) Officer, the Consultant will provide:

  • training curriculum that organizes training content into two modules (See the Expected Outputs).
  • trainer’s manual containing training curriculum, session plan, presentations, and learning activities.
  • learner’s handout containing learning objectives, key concepts, and learning activities.
  • training presentations
  • the design of online or a hybrid of online and offline learning activities to increase learner interest, engagement, and reflection.
  • tools for assessing MEL competence, knowledge gained, and skills improved.

Implementation of the curriculum, exercises, assessments, and learning activities are outside the scope.

EXPECTED OUTPUTS

Based on available MEL training resources and other input given by the Senior MEL Officer, the Consultant will provide the following deliverables during the contract period:

  • Materials for two training modules: 1) Foundation concepts of 1.5 hours of learning time, and 2) OHW-NG Project reporting tools of 1.5 hours of learning time. The materials contain PowerPoint presentations, learning check quizzes, learning activities, exercises, and resources for further reading.
  • At least five (5) online or a hybrid of online and offline learning activities.
  • Self-administered MEL competency assessment tool.
  • Trainer’s manual containing training curriculum and session plan.
  • Learner’s handout containing learning objectives, key concepts, and learning activities.

EVALUATION CRITERIA

Applications will be reviewed using the listed criteria; the percentages are indicative only, to show the relative weight of each:

  • Experience in adult training design and implementation (25%)
  • Experience in developing and delivering online training sessions (15%)
  • Experience in providing training in MEL or Monitoring & Evaluation (25%)
  • English language ability (15%)
  • Daily consultancy rate and total cost (20%).
