Plan International has been operating in Mozambique since 2006 and is one of the leading organizations in the advancement of children’s rights and equality for girls and young women, working in areas of Sexual Reproductive Health and RightsInclusive Quality EducationYouth Economic Empowerment.

Plan International Mozambique has also extensive experience in humanitarian work, particularly on Education in Emergencies (EiE) and Child Protection in emergencies (CPiE). Plan International has responded to the IDP crisis since July 2020 in Meconta district in Nampula province, with interventions on Child Protection, WASH, livelihoods and NFIs, and Education in Emergencies. Recently, Plan International had expended its operations to Cabo Delgado with CPiE and EiE interventions.

Since 2016, Plan International Mozambique is a member of CHEMO – Consórcio Humanitário de Mozambique, a network that brings together international and national non—governmental organizations (NGOs) to actively contribute to humanitarian and disaster risk reduction efforts in the country.

Jointly with other CHEMO members, Plan International intends to submit a humanitarian response proposal for the current ECHO Humanitarian Implementation Plan (HIP) 2022 (end of November 2021 – end of January 2022). In order to support the development of a high-quality ECHO proposal, Plan International is looking for a consultant to serve as a proposal writer.

Consultancy

Plan International is searching for a proposal writer to assist on ECHO – HIP proposal development. The proposal’s focus is on the humanitarian response to IDPs crisis in the North of Mozambique.

Main tasks and duties:

· Write the proposal and all the required annexes as per ECHO guidelines, formats and requirements, and by the agreed calendar, with specific deadlines for drafts and sufficient time for review and feedback.

· Ensure that the Proposal is informed by the needs assessment findings and other relevant context analysis

· Ensure that the logical framework is prepared and completed with all indicators in line with ECHO requirements, based inputs from consortium partners

The consultant is expected to work closely with the Business Development Manager (BDM) who manages the overview proposal drafting and signoff process, technical teams, consortium partners and other stakeholders.

The collaboration is estimated to start on 25th of November 2021 until 24th of January 2022 for an estimated 20 days Level of Effort (LoE)

Requirements

· Experience and understanding of humanitarian work (previous experience in education in emergencies sector – desirable)

· Demonstrated experience in project proposal writing with evidence of successful proposals written (experience with ECHO HIP proposal drafting highly desirable)

· Knowledge of ECHO requirements and familiarity with ECHO proposal format (previous successful ECHO proposal written – highly desirable)

· Experience working in Mozambique (desirable)

· Fluent in English

· Excellent writing skills

· Ability to work under pressure and tight deadlines

· Indication of the daily fee rate
