Context

As part of improving the quality of education in the Democratic Republic of Congo (DRC), the Ministry of Education, in collaboration with its partners, is setting up an Information Management System (IMS) in the Kasai province. This system aims to centralize and facilitate access to educational data across the country. In order to ensure the effective use of the IMS, it is essential to train end users on its operation and applications. CGA Technologies as a support partner provides technical support to the Ministry of Education in Congo in the process of developing an EMIS.

In reference to the CGA Technologies procedure, the latter undertakes to launch a call for tenders to constitute a team of consultants for the formulation and development of said project. The work of the team of consultants will be conducted under the supervision of a project manager consultant, supported by the Consultant Trainer and the regional team and headquarters office of CGA Technologies.

Project Objectives

The main objective of the mission is to train stakeholders, including school administrators, teachers and ministry staff, on the use of the IMS in Kasai and Kinshasa. The trainings will enable:

  • Understand how the SGI works.
  • Know how to navigate and use the different features of the SGI.
  • Ensure the updating and correct management of educational data.
  • Optimize the use of the SGI for informed decision-making and efficient management of educational resources.

Descriptions of responsibilities

The facilitator consultant will play a role within the national and international team, working very closely with local partners, the Ministry of Education, developers. He will therefore play a training role and strengthen the partners’ capacities with regard to the project.

The main tasks for this ToR for the training consultant include:

Lead role for the development of training tools and preparation of workshops

  • Design and develop training modules on SGI.
  • Plan and organize training sessions for the various SGI users.

Role of facilitation and monitoring of training

  • Provide theoretical and practical training on the use of the SGI.
  • Assess participants’ skills before and after training.
  • Coordinate with consortium members and the Project Director.
  • Follow up with enumerators to ensure proper data collection.
  • Provide ongoing support to users to resolve issues related to the use of the SGI.
  • Write training reports and make recommendations to improve the training program.
  • Collaborate with the project team to adapt training content to specific user needs

Key products:

  1. Training modules developed integrating all the functionalities of the SIGE
  2. Training workshops successfully organized and conducted, targeting key stakeholders on the use, management and operation of the EMIS in accordance with the proposed schedule.
  3. Training reports written with proposed recommendations

Qualifications and skills required

The trainer must have:

  • Education: Bachelor’s degree in Information Technology, Educational Sciences, Adult Education or related field.
  • Experience: At least 5 years of training experience, preferably in the information technology field or in the education sector.
  • Technical Skills:
  • In-depth knowledge of information management systems.
  • Experience in designing training modules and using online training platforms.
  • Good knowledge of government (knowing how to interact with structures and officials) and education service in Congo and good understanding of how schools operate in urban and rural areas
  • Know how to interact with structures and officials and how these tools are likely to be used.
  • Provide technical support/assistance as the first point of contact in case of system issues.
  • Proficiency in office tools and presentation software.
  • Educational Skills:
  • Excellent communication and teaching skills.
  • Ability to adapt training methods to different skill levels of participants.
  • Patience and ability to solve user problems.
  • Interpersonal Skills:
  • Ability to work in a team and collaborate with people from diverse backgrounds.
  • Sense of organization and effective time management.
