HOLDER OF THE CONSULTING CONTRACT: “Documentary review, incorporation of the peace consolidation approach, gender and validation of the “Protocol for reception and immediate attention for the returned Salvadoran population” and the “Administrative manual for the comprehensive care of foreigners in the Center of Comprehensive Care for Migrant Foreign Persons, (CAIPEM).”

1.
Nature of the consultancy: Category “A” consultancy.
Duration: 8 months.

2.
IOM project or IOM department to which the consultant provides services: Program: “Trinational Response for Dignified, Peaceful and Inclusive Mobility in Northern Central America” PB.0064
The United Nations Migration Agency ( IOM), created in 1951, is the leading intergovernmental organization in the field of migration, working closely with governmental, intergovernmental and non-governmental partners. IOM’s work consists of ensuring orderly and humane management of migration; promote international cooperation on migration issues; help find practical solutions to immigration problems; and offer humanitarian assistance to migrants in need, whether they are refugees, displaced people or people without roots. In 1983, IOM began operations in El Salvador and has since worked closely with the government of El Salvador implementing socioeconomic development programs in the country.
The project: “Trinational Response for Dignified, Peaceful and Inclusive Mobility in Northern Central America”, is financed by the United Nations Peacebuilding Fund, and strengthens the capacities of governments and civil society. in the three countries of Northern Central America to improve addressing the challenges for peace present in the dynamics of human mobility in the subregion. This second phase of the project focuses on improving the mechanisms in the territory for the protection, care and reintegration of people on the move.

Mobility people who are in transit through the Central American region face different risks to their physical integrity as they are prone to situations of violence, kidnappings, human trafficking in all its forms, exploitation and sexual violence, among others. Unaccompanied women, girls, boys and adolescents, and LGBTIQ+ people may be in a condition of greater vulnerability in these situations. Ignorance of the conditions of vulnerability and risk that people may have during their mobility can limit sensitivity and empathy.

Therefore, the project aims to review the following documents:
•Reception and immediate care protocol for the returned Salvadoran population
•Administrative manual for the comprehensive care of foreigners in the Comprehensive Care Center for Migrant Foreign Persons (CAIPEM).
These documents, which belong to the Migrant Assistance Management (GAMI) of the General Directorate of Migration and Immigration (DGME), seek to be strengthened with the incorporation of the peace and gender consolidation approach; Likewise, socialization with counterparts present in the GAMI.

3. Category “A” consultants: Tasks to be performed within the framework of this contract
•Coordinate with focal points of the Migrant Assistance Management (GAMI), for the documentary review and incorporation of the peace and gender consolidation approach in the “Protocol for reception and immediate attention for the returned Salvadoran population” and the “Administrative manual for the comprehensive care of foreigners in the Comprehensive Care Center for Migrant Foreign Persons (CAIPEM).”
•Support in administrative processes such as developing requirements to carry out activities.
•Plan and lead work meetings with counterparts and/or the IOM team.
•Plan and coordinate review, validation and socialization workshops.
•Lead the process of layout of the approved protocol and care manual.
•Develop a socialization plan and material that will serve the socialization processes of both documents.
•Facilitate the days of socialization of the final document of both documents with the institutions agreed with the GAMI and IOM
•Lead administrative and operational processes for the fulfillment of their activities.
•Prepare meeting minutes of the agreements established in the work meetings.
•Prepare a monthly report that contains a record of activities carried out, number of people reached, disaggregated by sex, photographic record of the actions implemented and other means of verification.
•Attend the office in person at least 16 hours per week (2 days), which will be agreed upon with the project focal point.
•If necessary, make work trips to the interior of the country to support the development or monitoring of activities.
•And other support that is requested within the framework of your functions in accordance with your capacity and experience.

Performance indicators for evaluating results
•Updated and approved the documents described above.
•Preparation of a work plan, concept notes and methodology to be implemented for the socialization of documents.
•Diagramming of the two documents.

4.
Required experience or skills
•Professional in social sciences or related careers such as political sciences, international relations, legal sciences, communications.
•Knowledge of qualitative research techniques.
•Knowledge of migration issues and approaches to peace, social cohesion, human rights, PEAS, equity, masculinities, prevention of gender-based violence, disability.
•At least 1 year of professional experience in facilitating knowledge processes aimed at vulnerable populations.
•At least 1 year of professional experience in facilitating knowledge processes aimed at government institutions.
•At least 1 year of experience in facilitating conferences on migration, gender violence, human rights, human trafficking, among others.
•Proven studies on migration, human trafficking, gender will be an advantage.
•Good command of data processing programs: Excel, Word, Power Point, as well as other programs in the Office package or other systems.
•It will be considered an advantage if you have a vehicle and a valid driver’s license.

Languages
​​•Excellent command of the Spanish language, both oral and written.
•Basic knowledge of the English language will be considered an advantage.

Necessary trips
If necessary, work trips must be made within the country.

Other requirements
•The consultant will acquire his or her own insurance policy to support medical expenses and/or personal accidents that will cover these eventualities for the duration of the consultancy. OIM does not assume responsibility for any accident that may occur, since the consulting contract does not imply an employer relationship of any kind.
•The consultant must have a vaccination certificate against COVID 19, with the corresponding 3 doses.

The offer must contain
•A note with an expression of interest, explaining in detail information about: professional experience, academic training, acquired knowledge and skills relevant to the development of the consultancy (no longer than two pages).
•Resume (no more than two pages) of the applicant.
•Detailed table of consultancy work carried out in the last 5 years (especially with Government institutions) and on systematization processes, document preparation and training/socialization processes. This must include the name of the company/institution, name of the consultancy, date of implementation, duration, role of the applying consultant and objectives/goals achieved)
•At least 3 recommendations for work similar to the one requested or for consulting processes carried out. carried out by the applicant.
•A technical and methodological proposal for the performance of the assigned tasks.
•An economic proposal for the development of tasks within the framework of consultancies (values ​​expressed in USD and without VAT).
