Introduction

The Jesuit Refugee Service (JRS) is an international Catholic organization and a work of the Society of Jesus. It was founded in 1980 and is now found in around fifty countries. Its mission is to support, serve and defend the rights of refugees and forcibly displaced people.

JRS works with other humanitarian organizations and agencies to support forcibly displaced people, provide them with quality services, and publicize their situation so that their rights and dignity are better respected. . JRS is open to collaboration with Jesuits, men and women religious and lay people of all religious and philosophical convictions. Since its creation, JRS has been able to fulfill its mission thanks to the participation of volunteers and employees committed to serving refugees and displaced people. JRS has been present in Chad since 2006.

Main responsibilities

The National Finance Officer will be responsible for the finances of JRS Chad and the monitoring, reporting and financial evaluation of projects.

Specific responsibilities

1. Management

– Management of JRS Chad accounting

– Tracking expenses using the JRS Front-End

– Cash management of JRS Chad

– Management and supervision of all payments by banks or petty cash on all JRS bases in Chad

– Participate in the selection of basic financial administrators

– Strengthen the capacities of basic financial administrators on financial and accounting management in conjunction with their line supervisors and HR

2.  Project development

– Assist project directors and program managers in developing budgets and financial monitoring of projects

– Lead the process of developing and updating the annual budget of JRS Chad.

3.  Reporting and communication

– Inform the National Director of activities according to JRS financial procedures

– Send financial information to the Regional Office according to defined mechanisms and formats

– Collaborate with the Regional Finance Manager to prepare reports to donors

– Prepare financial reports, expenditure planning and consolidated monitoring of JRS Chad

– Participation in JRS coordination meetings and national meetings of JRS Chad

– Development of financial articles for JRS communications

4.  Representation

– In coordination with the National Programs Officer, representation of JRS in Education clusters or sectoral meetings with United Nations representations, other Agencies and humanitarian partners and the local Administration

5. Evaluation

Evaluate and identify problems or new opportunities and propose solutions

Evaluate the expected results of the projects

Required profile

Training, experience and skills required:

  • At least five years of work experience in the humanitarian field and in the field of finance/accounting in an NGO
  • University degree in finance/accounting/commerce/business administration, professional qualification in accounting
  • Experience in proposal preparation and project budgeting and financial reporting
  • Mastery of Word, Excel, Outlook, MS Project software

LANGUAGES :

• Fluency in French and English (read, written and spoken)
